A new theoretical framework for understanding how social, economic, and political conflicts influence international institutions and their place in the global order Today’s liberal international institutional order is being challenged by the rising power of illiberal states and by domestic political changes inside liberal states. Against this backdrop, Ideology and International Institutions offers a broader understanding of international institutions by arguing that the politics of multilateralism has always been based on ideology and ideological divisions. Erik Voeten develops new theories and measures to make sense of past and current challenges to multilateral institutions. Voeten presents a straightforward theoretical framework that analyzes multilateral institutions as attempts by states to shift the policies of others toward their preferred ideological positions. This theoretical and empirical study examines the influence of global institutions on the generation of scientific knowledge. Virginia Walsh's approach reverses the traditional focus of international relations literature—which most often deals with how scientific knowledge influences institutions—and offers an original way to look at international environmental governance. After proposing a theory of institutional mechanisms by which global institutions shape the generation of knowledge, the book turns to detailed case studies of two institutions in the under- studied but vital area of marine science, the Scripps Institute of Oceanography and the Inter-American Tropical Tuna Commission, to illustrate these mechanisms. In part 1, "Theory," the book identifies three specific mechanisms or "fixes" that provide the means by which institutions shape the generation and use of knowledge. With the positional fix, key individuals use their social roles or positions in an institution to influence the beliefs of members or fix the direction of research. The statutory fix occurs when beliefs gain acceptance as a consequence of being embedded in rules or treaties. The committee fix is illustrated in the regularized practices through which social groups accept statements as group beliefs. Part 2, "Evidence," shows these mechanisms at work in the two case studies. The Scripps Institution, for example, illustrates the positional fix, as successive directors used their position to frame research. The Inter-American Tropical Tuna Commission, on the other hand, exemplifies both the statutory fix and the committee fix in its regulatory actions.

How is the United States able to control the IMF with only 17 per cent of the votes? How are the rules of the global economy made? This book shows how a combination of formal and informal rules explains how international organizations really work. Randall W. Stone argues that formal rules apply in ordinary times, while informal power allows leading states to exert control when the stakes are high. International organizations are therefore best understood as equilibrium outcomes that balance the power and interests of the leading state and the member countries. Presenting a new model of institutional design and comparing the IMF, WTO, and EU, Stone argues that institutional variations reflect the distribution of power and interests. He shows that US interests influence the size, terms, and enforcement of IMF programs, and new data, archival documents, and interviews reveal the shortcomings of IMF programs in Mexico, Russia, Korea, Indonesia, and Argentina.

The concept of global governance, which first emerged in the social s- ences, has triggered different responses in the discipline of law. This volume contains our proposal. It approaches global governance from a public law perspective which is centered around the concept of inter- tional public authority and relies on international institutional law for the legal conceptualization of global governance phenomena.
