Book Description
This book provides an overview of the federal role in surface transportation and the goals and structures of federal programs. Since federal financing for the interstate system was established in 1956, the federal role in surface transportation has expanded to include broader goals, more programs, and a variety of program structures. The nation has reached a critical juncture with its current surface transportation policies and programs. Demand has outpaced the capacity of the system, resulting in increased congestion. In addition, without significant changes in funding levels or planned spending, the Highway Trust Fund -- the major source of federal highway and transit funding - is projected to incur significant deficits in the years ahead. Exacerbating concerns about the solvency of the Highway Trust Fund is the federal government's bleak fiscal condition and outlook. As a result, other federal revenue sources may not be available to help solve the nation's current transportation challenges. Given the scope of needed transformation, it may be necessary to shift policies and programs incrementally or on a pilot basis to gain practical lessons for a coherent, sustainable, and effective national program and financing structure to best serve the nation for the 21st century.

Book Description
This testimony discusses the future of intercity passenger rail. Intercity passenger rail in the United States is at a critical juncture. It has become increasingly clear that the current approach to intercity passenger rail is not likely sustainable. Given Amtrak's worsening financial condition and opportunities for intercity passenger rail to play a larger role in our nation s transportation system, there is growing agreement that the mission, funding, and structure of the current approach to providing intercity passenger rail needs to be changed. There is less agreement on how they should be changed. Both longer-term fiscal pressures and the new commitments undertaken after September 11th sharpen the need to look at competing claims and new priorities. Stated differently, there is a need to consider what is the proper role of the federal government in intercity passenger rail.

This Policy Focus Report was a product of the Lincoln Institute of Land Policy, the Regional Plan Association and their joint venture America 2050. The Lincoln Institute of Land Policy has been engaged in a series of projects with the Regional Plan Association for more than a decade. The partnership spawned the national initiative known as America 2050, which is aimed at meeting the infrastructure, economic development and environmental challenges of the nation, in preparation for a population increase of about 130 million by 2050. A major focus of America 2050 is the emergence of megaregions - large networks of metropolitan areas, where most of the population growth by mid-century will take place. Examples of megaregions are the Northeast Megaregion, from Boston to Washington, or Southern California, from Los Angeles to Tijuana, Mexico. High-speed rail is capable of linking employment centers and population hubs in corridors up to 600 miles in length in 11 U.S. megaregions. This Policy Focus Report was a product of the Lincoln Institute of Land Policy, the Regional Plan Association and their joint venture America 2050.
