Democratising Local Government
Author:
Publisher: Juta and Company Ltd
ISBN: 9781919713526
Category : Political Science
Languages : en
Pages : 356
Book Description
Local government is at the forefront of development. In South Africa the ambitious policy objectives of post-apartheid reconstruction and development hinge on the successful creation of a democratic tier of government close to the people. An entirely new system of 'developmental local government' has thus been introduced. As is the case in many developing countries, the responsibilities of municipalities in South Africa have been extended dramatically, often without adequate resources. Managing municipalities for development therefore requires political will and strategic intervention. The book provides a comprehensive introduction to developmental local government. It includes: the design of the new local government system and the issues posed by decentralisation; an overview of specific challenges of urban and rural municipalities; a discussion of special issues facing local government including poverty, gender and environment; new tools for local government, including budgeting, indicators, municipal partnerships and capacity building.

Integrated Development Planning
Author: Tembisa Khomo
Publisher: LAP Lambert Academic Publishing
ISBN: 9783844334067
Category : Economic development projects
Languages : en
Pages : 88
Book Description
South Africa is characterised by inequitable growth and development, a high degree of poverty and the challenge of integration. The need for improved standards of living and access to better infrastructure which are seen as crucial issues in addressing poverty have necessitated the introduction of Integrated Development Planning (IDP). The IDP looks at the economic and social development of the area as a whole. It aims to coordinate the work of the local government in a coherent plan to improve the quality of life for all the people living in the community. In view of that, there is a need for proper planning and implementation of projects, as well as monitoring and assessment of success on the part of local government in order to help to eliminate poverty. In this book I investigated the implementation of IDP as a mechanism to alleviate poverty in Port Elizabeth in the Nelson Mandela Bay Metropolitan Municipality (NMBMM). As the implementation of IDP in NMBMM appears to have formidable challenges and the extensive nature of the geographical area of Port Elizabeth, the research study focused exclusively on Motherwell and KwaZakhele.

Planning Sustainable Cities
Author: Un-Habitat
Publisher: Routledge
ISBN: 1134900716
Category : Political Science
Languages : en
Pages : 337
Book Description
Current urban planning systems are not equipped to deal with the major urban challenges of the twenty-first century, including effects of climate change, resource depletion and economic instability, plus continued rapid urbanization with its negative consequences such as poverty, slums and urban informality. These planning systems have also, to a large extent, failed to meaningfully involve and accommodate the ways of life of communities and other stakeholders in the planning of urban areas, thus contributing to the problems of spatial marginalization and exclusion. It is clear that urban planning needs to be reconsidered and revitalized for a sustainable urban future. Planning Sustainable Cities reviews the major challenges currently facing cities and towns all over the world, the emergence and spread of modern urban planning and the effectiveness of current approaches. More importantly, it identifies innovative urban planning approaches and practices that are more responsive to current and future challenges of urbanization. The Global Report on Human Settlements is the most authoritative and up-to-date global assessment of human settlements conditions and trends. It is an essential reference for researchers, academics, public authorities and civil society organizations all over the world. Preceding issues of the report have addressed such topics as Cities in a Globalizing World, The Challenge of Slums, Financing Urban Shelter and Enhancing Urban Safety and Security.
