The focus of this dissertation is the strategic relationship between donors and recipients of environmental aid. There is no agreement among researchers on the question of whether or not institutions that provide aid to address the problem of global environmental commons can achieve noticeable improvements in the quality of the natural environment. In my dissertation I analyze the conditions that can make such aid effective in achieving its environmental goals. My study demonstrates that financial transfer institutions can be successful in improving environment, but this positive impact is indirect, through the effects of donor-recipient interactions that alter incentives of governments, rather than direct, through inflows of aid. Therefore, the main dependent variable of this study is the effectiveness of environmental aid.

Institutions for the Earth takes a close look at the factors influencing organized responses to seven international environmental problems - oil pollution from tankers, acid rain in Europe, stratospheric ozone depletion, pollution of the North Sea and Baltic, mismanagement of fisheries, overpopulation, and misuses of farm chemicals to determine the roles that environmental institutions have played in attempting to solve them. This overview of recent research on how institutions matter in tackling environmental problems reports the findings and policy implications of a decade-long international research project. Studies show that institutions play a role both in causing and in addressing problems arising from human-environment interactions. But the nature of this role is complex and not easily described. This book presents an overview of recent research on how institutions matter in efforts to tackle such environmental problems as the loss of biological diversity, the degradation of forests, and the overarching issue of climate change. Using the tools of the “new institutionalism” in the social sciences, the book treats institutions as sets of rights, rules, and decision-making procedures. Aid and aid institutions constitute an important element of the global response to interlinked global developmental and environmental challenges. As such, these institutions are now being drawn into new arenas beyond the traditional focus on improving the livelihoods of poor people in low-income countries. Development aid, by itself, cannot “save the planet.” Nevertheless, development aid and development institutions do have the potential to become important catalytic actors in achieving developmental and global environmental objectives. This requires bold reforms and political action. Without appropriate restructuring of the international institutional architecture to confront the new development context combined with the necessary complementary policy frameworks, future aid, including aid for environmental objectives, risks substantially under-performing.
