Urban transport systems worldwide are faced by a multitude of challenges. Among the most visible of these are the traffic gridlocks experienced on city roads and highways all over the world. The prescribed solution to transport problems in most cities has thus been to build more infrastructures for cars, with a limited number of cities improving public transport systems in a sustainable manner. However, a number of challenges faced by urban transport systems – such as greenhouse gas emissions, noise and air pollution and road traffic accidents – do not necessarily get solved by the construction of new infrastructure. Planning and Design for Sustainable Urban Mobility argues that the development of sustainable urban transport systems requires a conceptual leap. Over the last several decades, life in Lahore has been undergoing profound transformations, from rapid and uneven urbanization to expanding state institutions and informal economies. What do these transformations look like if viewed from the lens of waste materials and the lives of those who toil with them? In Lahore, like in many parts of Pakistan and South Asia, waste workers—whether municipal employees or informal laborers—are drawn from low- or noncaste (Dalit) groups and dispose the collective refuse of the city's 11 million inhabitants. Bringing workers into contact with potentially polluting materials reinforces their stigmatization and marginalization, and yet, their work allows life to go on across Lahore and beyond. This historical and ethnographic account examines how waste work has been central to organizing and transforming the city of Lahore—its landscape, infrastructures, and life—across historical moments, from the colonial period to the present. Building upon conversations about changing configurations of work and labor under capitalism, and utilizing a theoretical framework of reproduction, Waqas H. Butt traces how forms of life in Punjab, organized around caste-based relations, have become embedded in infrastructures across Pakistan, making them crucial to numerous processes unfolding at distinct scales. Life Beyond Waste maintains that processes reproducing life in a city like Lahore must be critically assessed along the lines of caste, class, and religion, which have been constitutive features of urbanization across South Asia.

Public transport in low-income Asian (LIA) cities fails to meet people’s mobility needs, generates high greenhouse gas (GHG) emissions and worsens social exclusion. Following successful Bus Rapid Transit (BRT) projects in Bogota and Curitibá, LIA countries promoted BRT in their large to medium-sized cities. However, the political and institutional structure distinctive to LIA cities makes their implementation difficult. This book investigates policy tensions by examining the planning and attempted implementation of BRT projects, taking Bandung and Surabaya in Indonesia as case studies. It analyses BRT to understand how power and communication gaps in institutional relationships between different actors at multiple levels of governance create conflict, and concludes that top-down policies and funding mechanisms cause tension in intergovernmental relationships. It also found that BRT solutions generated socio-political tension arising from the socio-economic realities and local political dynamics that shaped city structure, mobility patterns and capacity in resolving conflicts. The superimposed BRT solution generated discursive tension because conflicting discourses were not aligned with local economic, social, and environmental issues. The book highlights the need to take into consideration the vital role of local social and political actors, institutions and planning processes as they respond to and shape policies that are imposed by higher levels.
