This collection of essays presents a stimulating and challenging examination of the nature of institutional adjustment, its history and its future, its problems and its purposes. The focus is on the pioneer work done by the late Clarence Ayres, of the University of Texas, in the study of the processes of change and growth and the nature of modern industrialized economies. The opening essay, a provocative discussion of “The Theory of Institutional Adjustment,” is Ayres’s contribution. The succeeding essays examine several aspects of institutional adjustment: Kenneth H. Parsons discusses “The Institutional Basis of a Progressive Approach to Economic Development.” Wendell Gordon considers “Orthodox Economics and Institutionalized Behavior.” Gunnar Myrdal brings the breadth of his knowledge of many different economies and the institutional contexts within which they operate to a study of the “Adjustment of Economic Institutions in Contemporary America.” Forest Hill provides a historical survey of the process of growth and change in his essay “The Government and Institutional Adjustment: The American Experience.” Wolfgang Friedmann discusses some legal aspects of the subject in “Creative Legal Interpretation and the Process of Institutional Adjustment.” Rounding out this collection of essays, Morris A. Copeland and Gardiner C. Means offer proposals for guiding adjustment and change in specific areas: “Implementing the Objective of Full Employment in Our Free Enterprise System” and “Monetary Institutions to Serve the Modern Economy.” These essays were originally read at a conference sponsored by the Department of Economics of the University of Texas at Austin in April and May of 1965.

J. Fagg Foster (1907-1985) was one of the most significant creators of institutionalist economic theory in the twentieth century. He wrote and taught in the American intellectual tradition of Thorstein Weblen, John R. Commons, John Dewey and Clarence E. Ayres. This tradition shares purpose and philosophy with the European contributors, Gunnar Myrdal and K. William Kapp. Because little of Foster's scholarly work was formally published, professional knowledge of his extraordinary contribution is quite limited beyond the circle of his students and colleagues. Value Theory and Economic Progress attempts to correct that deficiency by providing an extended characterization of this missing and crucial component of the development of American heterodox economic thought. Its purpose is to demonstrate the timely relevance and significance of this model of inquiry in political economy. As this book is being published, the idea that unregulated market capitalism leads to the best of all possible worlds has been thoroughly discredited. A series of economic and social problems have come to the forefront of national discussion and policy debates. In short, there is growing recognition of the interdependence of the economic system with the environment and the broader institutions of society.

In the early 1980s, many observers, argued that powerful organized economic interests and social democratic parties created successful mixed economies promoting economic growth, full employment, and a modicum of social equality. The present book assembles scholars with formidable expertise in the study of advanced capitalist politics and political economy to reexamine this account from the vantage point of the second half of the 1990s. The authors find that the conventional wisdom no longer adequately reflects the political and economic realities. Advanced democracies have responded in path-dependent fashion to such novel challenges as technological change, intensifying international competition, new social conflict, and the erosion of established patterns of political mobilization. The book rejects, however, the currently widespread expectation that 'internationalization' makes all democracies converge on similar political and economic institutions and power relations. Diversity among capitalist democracies persists, though in a different fashion than in the 'Golden Age' of rapid economic growth after World War II.
