As oil-rich Mexico faces the 1980s, conflicts between agrarian populism and capitalist industrialization call for resolution. The internal peace and political stability that made the period between the late 1930s and the early 1970s so productive left many Mexicans—particularly the campesinos—marginal to the benefits of the economy. During this period of economic growth, agrarian reform, the trademark of the Mexican revolution, was relegated to a position of lesser importance in national politics. But with forty percent of the population still remaning in the countryside, it is clear that programs for rural development and land redistribution must again be given prominence. In this study of Sonora—a key agricultural state in northwestern Mexico—Steven E. Sanderson examines in economic and political terms the post-revolutionary rise of agrarian reform and its decline, dividing the sixty years of change (from 1917 to 1976) into three periods. Agrarian populism dominated the first, which he calls a time of post-revolutionary consolidation (1917–1940). Then, during the "miracle years" of 1940–1970, the growing strength of capital and the success of state-led import substitution plans led to a counterreform in agrarian politics. In the final period, that of President Echeverria's populist resurgence (1970–1976), ambitious but flawed agrarian reform plans clashed with the sector that favored the increasing concentration of land, income, and political influence. Sonora provides a particularly interesting view of these developments because of its political and geographical distance from metropolitan Mexico, its rich history of independence, its economic growth since the revolution, and the political sophistication of its residents. The events in this state exemplify the regional imbalances, the ideological biases, and the political manipulations contributing to the crisis in state legitimacy that dominated Mexican politics in the 1970s. Using a combination of agrarian census materials, state archives, newspapers, records from relevant ministries, and selected interviews with participants, Sanderson presents the complex history of conflict between the political base supporting agrarian reform and the economic forces advocating industrialization and economic growth. When the PRI fell from power in the elections of 2000, scholars looked for an explanation. Some focused on international pressures, while others pointed to recent electoral reforms. In contrast, Dolores Trevizo argues that a more complete explanation takes much earlier democratizing changes in civil society into account. Her book explores how largely rural protest movements laid the groundwork for liberalization of the electoral arena and the consolidation of support for two opposition parties, the PAN on the right and the PRD on the left, that eventually mounted a serious challenge to the PRI. She shows how youth radicalized by the 1968 showdown between the state and students in Mexico City joined forces with peasant militants in nonviolent rural protest to help bring about needed reform in the political system. In response to this political effervescence in the countryside, agribusinessmen organized in peak associations that functioned like a radical social movement. Their countermovement formulated the ideology of neoliberalism, and they were ultimately successful in mobilizing support for the PAN. Together, social movements and the opposition parties nurtured by them contributed to Mexico&’s transformation from a one-party state into a real electoral democracy nearly a hundred years after the Revolution.

Feeding Mexico: The Political Uses of Food since 1910 traces the Mexican government's intervention in the regulation, production, and distribution of food from the days of Cardenas to the recent privatization inspired by NAFTA. Professor Ochoa argues that the real goals of the government's food subsidies were political, driven by presidential desires to court urban labor. Many of the agencies and policies were hastily set in place in response to short-term political or economic crises. Since the goals were not to alleviate poverty, but to provide modest subsidies to urban consumers, the policies did not eliminate destitution or malnutrition in the country. Despite the minimal achievements of these interventionist policies, the State Food Agency provided a symbol of the state's concern for the workers. The elimination of the Agency in the 1990s prompted social protest and unrest. Feeding Mexico is the first study to examine the creation of networks to deliver food products, the relationship of these channels of distribution to the food crisis, and the role of the state in trying to ameliorate the problem. Based on exhaustive research of new archival material and richly documented with statistical tables, this book exposes the dynamics and outcome of social policy in twentieth-century Mexico.

In 1968, Mexico prepared to host the Olympic games amid growing civil unrest. The spectacular sports facilities and urban redevelopment projects built by the government in Mexico City mirrored the country’s rapid but uneven modernization. In the same year, a street-savvy democratization movement led by students emerged in the city.
