The post-Cold War era saw an unexpected increase in intra-state violence against ethnic and religious groups, brutal civil wars and asymmetric conflicts. Those crises posed fundamental questions for the European Union and its member states, to which Europe has so far proven unable to develop satisfactory answers. This book contends that public debates over wars and humanitarian military interventions after the Cold War represent an evolving process of comprehension and collective interpretation of new realities. Employing innovative computer-linguistic methods, it examines the dynamics of this debate across Europe and compares it to that of the United States. In doing so, it argues that transnational political communication has shaped European identity-formation in significant ways and that, in trying to come to terms with important crises and institutional events, shared understandings of Europe have emerged. Looking at evidence from a wide range of countries, including Austria, France, Germany, Ireland, the Netherlands and the United Kingdom, and spanning a continuous period of 16 years, this book empirically analyses these shared understandings of the EU as a problem-solving and ethical community. Portuguese democracy is now celebrating its 50th anniversary. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book focuses on the evaluation of delegated and implementing rule-making, based on Articles 290 and 291 TFEU. These articles have attracted considerable attention since their introduction in 2009, and their implementation is one of the most hotly debated questions in European Administrative Law. The book takes up this timely topic, discusses it in an innovative way and offers valuable new insights. Delegated and implementing acts are the most common form of EU legal acts. However, despite their ubiquity and relevance, it is unclear how the Commission’s powers to adopt these important acts relates to subjects’ democratic rights. Accordingly, the book explores the question of how the Commission’s powers to adopt delegated and implementing acts can be justified. The relationship between the Commission and the persons within the Member States who are directly affected by its rule-making should be seen, the book argues, as one of institutional trust, and as a result as a fiduciary relationship. The book begins by defining the theoretical conditions for a justificatory approach, before explaining the background and foundations of fiduciary law. Die Forderung des Buchwesens war ein wichtiger Bestandteil dieses von Ernst Wangermann als "Austrian Achievement" bezeichneten Reformprogramms. Innerhalb weniger Jahrzehnte vervielfachte sich die Anzahl der Firmen und die Buchproduktion. Die Erforschung dieses Buchwesens, das Information, Wissen und Bildung uberwiegend vermittelte, stand im Mittelpunkt der Wiener Tagung "Kommunikation und Information im 18.
