The 9th Belgian-French-German Conference on Optimization has been held in Namur (Belgium) on September 7-11, 1998. This volume is a collection of papers presented at this Conference. Originally, this Conference was a French-German Conference but this year, in accordance with the organizers' wishes, a third country, Belgium, has joined the founding members of the Conference. Hence the name: Belgian French-German Conference on Optimization. However, and this point was very important for the organizers, the Conference must retain its convivial character. No more than two parallel sessions are organized. The history of many sciences is characterized by an almost continuous emer gence of new theories. From a normative point of view, the survival of a new theory should mainly be determined by its ability to explain a new body of facts which the existing theories are unable to explain. If in addition the new theory is able to explain all the results obtained by the existing theories and if it can point out why these theories fail to explain certain facts, it should become the dominant theory. Otherwise, it might coexist with other theories for some time. Hence, a new theory ought to be judged not only by confronting it with existing facts, but also by confronting it with existing theories. The idea that a theory should be able to account for the results ob tained by other theories, although implicitly adhered to by many scientists, has rarely been formalized. The statistics literature on parametric hypoth esis testing, though, might be seen as an instance of such a formalization.

However, the area information economics is most closely connected with is the theory of optimal contracts, mainly ana 6 lyzed in principal-agent models. Contract theory deals primar ily with the question of how optimal arrangements (contracts) for the purchase and sale of commodities and services between two or more agents should be structured. In these models, it is often assumed that the parties to the contract are informed differently or asymmetrically about relevant variables (e. g. the health of one party in the case of insurance contracts, or the effort in relation to employment contracts). As a result of this asymmetric in formation, phenomena such as moral hazard, adverse selection, signaling, and screening may arise. Frequently, results from con tract theory are referred to when making statements about the effects of asymmetric information on an economy. Models of this kind are often used to explain phenomena such as fixed wages or unemployment, among others. 7 However, such conclusions must be treated with caution for two reasons. In the first place, in these models, a contract (explicit or implicit) is determined by the solution of an optimization prob lem.

Regional science, as an integrating discipline for many scientific analyses concerning the element of space, has a remarkable record of achievements in both breadth and depth. The great many scientific journals in this field and the large number of regional science books mirror the appeal of this discipline, in both the developed and the developing world. The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. In the past decade there has been growing recognition that economic development is not mainly exogenously determined but, to a large extent, is a transformation process induced and governed by economic actors who respond to competitive, institutional and political challenge. This 'challenge and response' model is increasingly accepted as a valid analytical framework in modem growth theory and also explains the popularity of endogenous growth approaches to technological innovation issues. However, a major and as yet largely under-researched topic is the question of the diffusion and adoption of new technological changes in the context of space-time dynamics. This diffusion and adoption pattern has obviously clear spatial and temporal variations connected with behavioural responses which may vary over time and different locations. This means that a closer analysis of spatio-temporal opportunities and impediments is necessary in order to fully map the complex interactions of technology and economy in space and time. This volume sets out to bring together a collection of original contributions commissioned by the editors to highlight the spatio-temporal patterns and backgrounds of the diffusion and adoption of new technologies. Some are in the nature of a survey, others.have a modelling background and again others are case studies. The contributions originate from different countries and different disciplines. This book is complementary to a previously published volume on technological innovation, Technological Change, Economic Development and Space, edited by C.S. Bertuglia, M.M. Fischer and G. Preto, and also published by Springer-Verlag (1995).
