Dans ce travail sont d'abord envisagés d'une manière générale le rôle de l'agriculture dans la croissance économique et les différentes politiques susceptibles de conduire à l'auto-suffisance alimentaire. Il est montré que la plupart des pays en développement ont choisi la voie de l'industrialisation de l'agriculture c'est-à-dire la recherche d'une productivité plus élevée par l'utilisation massive d'intrants achetés le plus souvent à l'agro-industrie des pays développés. Cette politique n'a pas, le plus souvent, amené les résultats escomptés et s'est traduite par un éclatement du tissu rural et une dépendance accrue vis-a-vis de l'exterieur. Le cas iranien, qui est ensuite envisagé, ne dépend pas de ce schéma général. Le pays, autrefois excédentaire en produits alimentaires, est aujourd'hui déficitaire. La politique agricole, peu adaptée aux structures sociales et économiques du pays, est largement responsable de la dégradation de la situation. Pour atteindre l'objectif d'auto-suffisance énoncé dans le plan il est nécessaire d'intensifier la production agricole. Mais il faut le faire en utilisant au mieux les ressources nationales, main d'oeuvre nombreuse, terres en friches, et en promouvant un secteur de petites entreprises susceptible de fournir les biens de consommation intermédiaire et les biens d'équipement adaptés aux besoins paysans.
