The order of international relations in Asia is predominantly state-centric. It is one based primarily on absolute national sovereignty, exclusive national identity and patriotic national citizenship. This sovereignty-based or state-centered order, however, has been challenged and progressively undermined by a people-centric order that is governed by ideals of global citizenship and principles of global justice. In this people-centric order, the emergence of a new form of politics in which citizens are empowered by various non-governmental organizations that serve to define and influence world politics is envisaged. Clearly, such an order clashes with the prevailing Asian national sovereignty-based model.This book provides a systematic descriptive, explanatory and normative analysis of the clash of normative orders in Asia, and develops an analysis of Asian responses to the challenge posed by a more diffuse people-centric order and the implications this may have for global justice.The book aims to study two paradigms of political order — a national statist sovereignty-based order and a people-centric order, analyze the conflict between two diverse political paradigms within an Asian setting, and assess the various challenges a people-centric order poses for a sovereignty-based order. Taking an inter-disciplinary approach, Spruyt explains the political organization of three non-European international societies from early modernity to the late nineteenth century. The Ottoman, Safavid and Mughal empires; the Sinocentric tributary system; and the Southeast Asian galactic empires, all which differed in key respects from the modern Westphalian state system. In each of these societies, collective beliefs were critical in structuring domestic orders and relations with other polities. These multi-ethnic empires allowed for greater accommodation and heterogeneity in comparison to the homogeneity that is demanded by the modern nation-state. Furthermore, Spruyt examines the encounter between these non-European systems and the West. Contrary to unidirectional descriptions of the encounter, these non-Westphalian polities creatively adapted to Western principles of organization and international conduct. By illuminating the encounter of the West and these Eurasian polities, this book serves to question the popular wisdom of modernity, wherein the Western nation-state is perceived as the desired norm, to be replicated in other polities.

This title was first published in 2002. NGOs are receiving increasing international attention and resources from policy makers, donors, academics and others. The New Policy Agenda accepts NGOs as agents for social welfare alongside the state and as fostering democracy in the Developing World. Astonishingly, however, there have been very few studies and no books on NGO field workers. This study of field workers in Bangladesh, provides excellent insights into this neglected field. Bangladesh is an excellent example as, since independence in 1971, it has been a 'donor-dependent' country, both financially and functionally, and since the 1980s has concentrated this funding towards NGOs rather than to the state. The book shows how field workers are seen simply as implementers, carrying out directions given by their superiors and never being consulted on how best to achieve their goals. The book examines four types of NGOs - international, national, regional and small/local - in a number of sample locations. It compares the benefits and facilities provided by each NGO to their field workers, then explores the socio-economic background of both field workers and their mid-level managers and examines the interactions between these two groups and between field workers and their clients. It also looks at the field workers’ personal and professional lives and problems and details their opinions on their NGO’s activities and policies and on development . The findings show that NGO managers and donors lack knowledge of the realities in the field and do not realise how certain policies, such as their positive discrimination of women, can have negative results. It proposes that NGO field workers should be more active in policy making and puts forward several recommendations for changes in the management and structure of future NGOs.

As Japan invaded China and conducted a full-scale war against the United States in the late 1930s and early 1940s, several versions of a Pan-Asian empire were presented by Japanese intellectuals, in order to maximize wartime collaboration and mobilization in China and the colonies. A broad group of social scientists – including Rōyama Masamichi, Kada Tetsuji, Ezawa Jōji, Takata Yasuma, and Shinmei Masamichi – presented highly politicized visions of a new Asia characterized by a newly shared Asian identity. Fisheries and aquaculture contribute to food security and livelihoods of millions of people in Asia. Both women and men are engaged in fisheries and aquaculture. In the past ten years, many actors have worked on raising awareness on women’s contribution as well as promoting gender equality in fisheries and aquaculture. This study aims to consolidate the efforts to date to provide recommendations for action and future studies. Its objective is to answer the following questions for small-scale fisheries and aquaculture in Asia: (i) What is the division of labour between women and men in specific fisheries and aquaculture practices and what are the differences with respect to their access to assets, resources and entitlements? (ii) What are the drivers of such differences? (iii) What could be critical entry points and opportunities for addressing inequalities and discriminatory practices? To answer these questions, the study conducted an online literature search on gender and fisheries and aquaculture in Asia, selecting articles published between 2011 and 2021. This period was selected to understand the contemporary condition and state of knowledge, and since we aimed for an exhaustive list of literature, some limits in the time period was necessary. The review included both published peerreviewed papers in journals as well as other research and project reports that are available online. In total, it reviewed 253 publications on fisheries and 210 publications on aquaculture. The top four countries where studies were conducted are India (44.3 percent of fisheries and 24.3 percent of aquaculture articles), the Philippines (35.6 percent of fisheries and 17.6 percent of aquaculture articles), Bangladesh (27.7 percent of fisheries and 32.9 percent of aquaculture articles) and Indonesia (30.8 percent of fisheries and 20.5 percent of aquaculture articles). The findings based on each research question are presented in this publication.
