Book Description
Defense plant cutbacks and military base closures have affected hundreds of U.S. communities during the past twenty-five years. Tracing the recovery of four communities after large defense plant cutbacks and of one hundred communities after military base closures, the contributors analyze the transition from the production of military to civilian goods. The contributors examine the market potential of reusing defense industrial plants to produce civilian products within the one- to two-year period called for by economic conversion proponents, showing that the complex process needed to develop, test, and market an entirely new product requires a minimum of five years. They also review the wide range of economic development techniques available at the state and local level, conversion approaches in Western Europe, programs for displaced workers, and reasons why the economic conversion approach has failed to attract public support in the United States. The case studies are used to formulate an integrated, composite approach for coping with plant closures and major employment dislocations. Stressing the in portance of community-based economic adjustment activities, this book will be valuable to all concerned with mitigating the effects of military and civilian plant closures.

Book Description
This book, first published in 1989, analyses the effect that interdependence has had on the defence industrial base, concentrating upon those defence industries situated at the hi-tech end, and paying particular attention to the procurement decisions that affect the production of sophisticated military aircraft. Interdependence raises questions of importance to international relations, strategic studies and defence economics, and Western industrialised states have an ongoing dilemma over the degree to which they should subject their defence industrial bases to the forces of economic interdependence. Despite worries over strategic vulnerability, most Western states have been showing increased interest in arms collaboration, with the aim of maximizing the amount of weaponry available for defence. As this book shows, such a goal becomes increasingly important s the technological sophistication of weapons grows.

This book, which completes SIPRI's trilogy on the facts and implications of Third World build-up of major conventional weapons, assesses past efforts, current proposals and future possibilities to limit the transfer of weapons and military technology to Third World countries. It is a companion to the two SIPRI volumes, Arms Production in the Third World (1986) and Arms Transfers to the Third World 1971-85 (OUP, 1987)

Book Description
In Making Peace Possible, the editors have presented a range of papers which focus on the theory and practice of economic conversion of military-oriented industry to civilian use. The book brings together a wealth of information from academic research and from case studies undertaken by individual countries and by the United Nations. Covering such diverse topics as the relationship between the level of armament expenditure in the industrialized countries and economic aid to less developed countries, the economic impact of ever-increasing expenditure on arms, and the theory and practical experience of economic conversion projects in the US and Scandinavia, Making Peace Possible shows that economic conversion from military to civilian use can help form the basis for a more peaceful and economically stable world.

Book Description
Examining recent European experience with industrial policy, Dr. Udis explores ways to ease the transition to reduced or redirected levels of military spending. He surveys government policies in Great Britain, France, West Germany, Sweden, Belgium, the Netherlands, and Italy, identifying strategies for individuals, firms, and regions as they adjust to shifts in the economy. Regional development, science and technology, and labor market policies are analyzed in conjunction with public procurement strategies and government aid for exports and international ventures. The book includes material drawn from the author's interviews with government officials and industry leaders, illustrating practitioners' perspectives on these measures and on the nature of diversification and conversion. Their views and experience, the author argues, will be valuable tools for policymakers weighing the costs and benefits of implementing industrial policies in the United States.
