The present two volumes contain the essays and part of the discussions as presented at the conference on Mainstreams in Industrial Organiza tion, held at the University of Amsterdam, 21-23 August 1985. The thema was chosen because the field of studies commonly designated "industrial organization" in the Anglo-Saxon countries, or "market theory" in Continental Europe, has experienced important alterations during the past decade. Partly this reflects changing theoretical views inside the field, in which shifts in the core concepts have occurred and different emphasis is laid on time-honoured views and results. Partly, critical views have been voiced from outside the field. As in all open scientific debate, they have to be weighed and, if necessary, taken into account. Although it is not a research-oriented industry, there is no arguing that technological change and particularly product innovations are crucial determinants of ftrms' performance and In recent years food manufacturers have accelerated the consumers' welfare. development of new products, by using new ingredients, processing and packaging techniques. Thus, food markets are increasingly characterized by competitive environments where relevant flows of innovative products, quality improvements and new technologies provide new consumption trends, food habits, market opportunities and ftrms' strategies. However, the issue of product innovation in the food industries has been rather neglected by economists. Few works have explicitly addressed this issue. After the pioneering book of Buzzell and Nourse (1967), one can count few contributes. Connor (1981) examined the empirical determinants of new food products introductions. Padberg and Westgren (1979) provided crucial insights about the nature of food innovation through their notions of consumer inertia, technological redundancy and incremental product innovation. Some case-studies provide useful empirical materials, but they are generally sparse.

This paper surveys theoretical issues and empirical evidence on the effects of central bank intervention in foreign exchange markets on exchange rate movements. The focus is on the ability of fully sterilized intervention to influence exchange rates in a predictable manner. Theoretical considerations suggest that the exchange rate may be affected by intervention if assets denominated in different currencies are imperfect substitutes, thus creating opportunities for intervention (undertaken for portfolio balance reasons) to modify interest differentials and, hence, the exchange rate. The same conclusion emerges when one looks at the effects of intervention on risk premiums in the foreign exchange markets, on differences between offshore and domestic interest rates, and on covered international interest differentials. The lack of any firm evidence that portfolio balance effects resulting from intervention in foreign exchange markets affect exchange rates predictably suggests that intervention policy cannot be distinguished from general monetary policy for practical purposes. This, in turn, implies that attempts to use these two policy instruments independently may lead to lesser, rather than to greater, exchange rate stability.
