This report expresses concerns about the implications of Turkish accession to the EU for the security of the EU external border, noting that Turkey's membership would extend this up to Iran, Iraq and Syria. However, the Committee also believes that the risks are outweighed by the potential benefits-partly in terms of the standards that Turkey will be required to meet to become an EU Member, but largely owing to the opportunities it will bring for increased cooperation. The land border between Greece and Turkey constitutes the main loophole for irregular immigration into the EU and a number of recommendations to improve the current response are made. The presence of a team from Frontex, the EU border agency, at the land border between Greece and Turkey since November 2010 was associated with a reduction in the number of irregular crossings (from 7,607 in October 2010 to 1,632 in February 2011). However, Frontex is unable to turn back migrants. It might therefore be more effective for the agency to work alongside Turkish border agencies and the EU should amend the Frontex Regulation accordingly. Disrupting the criminal networks is the key, and improved intelligence-sharing across national and agency boundaries is critical to achieving this. The Committee urges the EU to make special arrangements for Turkey to take on some of the attributes of EU membership prior to full accession, in order to tackle organised drug and immigration crime more effectively. The Committee is impressed by the close and successful working relationship between the UK and Turkish law enforcement agencies and calls for this to be replicated within EU agencies such as Europol. Finally, the Committee urges an impact assessment of the likely scale of legal migration of Turkey nationals to the UK following EU accession, given the lack of an official estimate

This study aims to portray the conditions for the transposition of EU standards into the internal security of applicant states, with a focus on Turkey. The analysis evaluates the conditions that determine the EU’s success in effecting changes in the internal security of Turkey. Campaigns against organised crime, terrorism and drugs were selected as case studies to make an assessment of different policy domains under Justice and Home Affairs (JHA). In doing so, this study aims to explore how the EU operates the external dimension of JHA in applicant states, and under which conditions the EU is able to ensure alignment with JHA. Numerous interviews were conducted with officials at security institutions and public agencies in Turkey as well as in the EU as part of the analysis. Legislation, government decisions, internal training documents, strategy papers and security assessment reports were also reviewed to uncover the influence of the EU on Turkey. This report concludes that the Government is right to continue to support Turkey's accession to the European Union, as long as Ankara meets the accession criteria, and subject to the Government imposing restrictions on the right to free movement from Turkey after it joins. However, at the moment, shortcomings in Turkey's justice system are leading to human rights abuses, including as regards freedom of expression and the media, and making it harder to advocate Turkey's EU membership. Turkey's EU accession process is in any case stuck: effectively, it is hostage to the Cyprus dispute. The Committee said that, by undermining the force of EU leverage, the stalemate is having consequences that are detrimental to UK objectives in Turkey across a range of fields, including not only human rights but also energy and market access issues. The Committee found this especially regrettable given that Turkish democracy may be in a critical phase, and given the influence that Turkey may have at the moment over reforming Arab states. The Committee also said that, by creating uncertainty over the timing - if not the fact - of Turkey's EU accession, the stalemate was discouraging both the EU and Turkey from starting to address some of the most difficult issues that would be involved in Turkey's EU membership. The Government's continuing support for Turkey's EU membership has provided a strong basis for the further development of UK-Turkey bilateral relations which has significant potential. As a foreign policy partner Turkey could potentially add value to UK foreign policy
