Pour construire son langage, l'enfant a besoin d'interagir avec son environnement. Si les parents occupent une place privilégiée dans les échanges et plus largement dans le processus éducatif qui mène les enfants à l'autonomie, ils doivent compter avec un autre intervenant: l'institution scolaire. Depuis les années 80, les textes officiels mettent régulièrement l'accent sur la nécessaire collaboration entre enseignants et parents, mais la réalité est plus nuancée. L'Action Com' ens (Communiquer Ensemble) s'inscrit dans la perspective du partenariat et fait de l'implication des parents un de ses objectifs prioritaires. Pourtant, la participation des familles est loin d'être évidente et constitue une véritable problématique, objet de ce mémoire. Dans le cadre de notre recherche, nous avons tenté de dresser un état des lieux de l'implication des parents dans Com'ens. Nous avons également cherché à appréhender les facteurs qui favorisent leur participation et à dégager des préconisations. Notre étude essentiellement qualitative menée sous forme d'entretiens auprès de parents, enseignants, enseignants spécialisés et orthophonistes nous a amenées à conclure que les écoles les plus impliquées ont d'abord une conception du rôle et de la place des parents dans l'école et dans l'action Com'ens qui favorise l'engagement de ceux-ci. Dans ces écoles, toute l'équipe est solidaire et fédérée autour d'un objectif clairement annoncé d'implication des parents. Toute l'organisation est tournée vers les parents (modalités d'information, d'invitation, de leur participation, outils de suivi et de transfert à la maison) et c'est la combinaison de tous ces éléments qui permet de réussir l'implication parentale. Quant aux pistes que nous proposons, elles sont issues du terrain où elles ont été mises en œuvre avec succès et ont vocation à être consultées par les professionnels qui souhaitent se mobiliser pour impliquer les parents dans le dispositif Com' ens. En conclusion de ce mémoire nous constatons à quel point le partenariat est diversement considéré dans les écoles qui prennent part au projet. Nous engageons alors les équipes Com'ens à clarifier leur conception d'une alliance avec les parents et à définir précisément le rôle de chaque intervenant préalablement à toute action visant à promouvoir leur participation.

In enforcing EU competition law, the Commission employs a unique doctrine of parental antitrust liability: it imposes fines on the parent company of an infringing subsidiary in cases where the parent exercises decisive influence over the subsidiary's commercial policy. Parental Liability in EU Competition Law: A Legitimacy-Focused Approach is the first monograph to be dedicated to this controversial topic. This volume contains papers presented at the 18th Annual EU Competition Law and Policy Workshop. The papers examine means of balancing effective (public) competition law enforcement and the requirements of legitimate and accountable exercise of public authority. The authors address the design and performance of various enforcement tools at European and national levels, including sanctions and remedies but also distinctive instruments under Regulation 1/2003 (eg commitment procedures) and under the Treaty on the Functioning of the European Union (Article 106(3) when used as a basis for infringement procedures). From the perspective of legitimacy, reflections focus on the implications of fundamental rights standards and general principles of law for the EU's complex and quasi-federal enforcement architecture. Issues that may sometimes escape judicial scrutiny are also discussed, such as how agencies prioritise their activities, and how investigation responsibilities are distributed within the European Competition Network. Effectiveness and legitimacy are then considered in the context of public enforcement cooperation beyond the EU, where international organisations, regional cooperation and a range of formal and informal modes of governance prevail.
