Public Transit Regional Coordination Pilot Projects in North Dakota
Author: Jon H. Mielke

Book Description
"North Dakota's 2009 Legislature enacted Senate Bill No. 2223, which directed the North Dakota Department of Transportation (NDDOT) to develop two public transportation coordination pilot projects. Related goals included providing cost-effective and efficient transit services, reducing service fragmentation and duplication, developing standards for service providers, and increasing the personal mobility of the state's residents. This report presents findings and recommendations relative to related implementations in North Dakota's south central and west central regions ... In addition to Senate Bill No. 2223's prescriptions regarding transit coordination, there are also federal mandates. This report presents 22 recommendations that are designed to satisfy both state and federal coordination requirements. These recommendations, as summarized on the final page of this executive summary, also include several best practices initiatives that would increase operating and administrative efficiencies in North Dakota's transit industry. This report's recommendations are consistent with related studies undertaken by the National Conference of State Legislatures ... This report's recommendations regarding coordination put structures and planning processes in place that will facilitate regional and local decision making. It is hoped these structures will bring the right people together to make informed decisions concerning the provision and coordination of future transit services. It is important to note, however, that these recommendations do not prescribe what levels of service should be provided. Those are decisions that should be made at the local level."--Executive summary.

Response of Small Urbanized Area MPOs to ISTEA
Author: Montie G. Wade
Publisher: Transportation Research Board
ISBN: 9780309061087
Category : Political Science
Languages : en
Pages : 48
Book Description
This synthesis will be of interest to officials and staff of metropolitan planning organizations (MPOs) representing regional communities of less than 200,000 population. It will also be of interest to state and local highway and transit agencies, administrators, and elected officials. Other officials, such as state legislators and officials in environmental agencies who interact with the MPOs will also have an interest in this synthesis. It presents information on changes that MPOs in smaller urbanized areas have made in response to the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA). The adjustments in policy and practice in developing transportation plans and programs for the agency and the new requirements necessitated by ISTEA are described. With the advent of ISTEA, many of these small MPOs initiated changes in their role within the region and in the transportation planning process applied to carry out this role. Based on a limited sample of small MPOs, the types of changes in policy, procedure, staffing, intergovernmental relations, resource allocation, and training are discussed in this report of the Transportation Research Board. The issues associated with the changes are also highlighted. The techniques (models) that have been applied are described.
