Of the ten Central and Eastern European countries that have applied for membership in the European Union, Romania ranks among the largest and most impoverished. Romania represents the final challenge in the European Union's enlargement to the east, largely due to its major, but underdeveloped, agriculture and food sectors. The agriculture industry, which is a major component of the national economy, extends its pervasive influence to both Romanian social life and environment. Consequently, the transition towards a market oriented economic system will pose new obstacles for the country's farmers, processors, traders, and policymakers. While identifying the impediments that surround Romanian agriculture and its inevitable progression towards transition is a simple task, the challenges lie in recommending solutions. But the domestic agricultural sector also benefits from EU membership in the form of subsidies. This paper aims to examine through which measures and reformers the common argiculture policy (CAP) attempts to promote the agriculture of its member states. It also discusses the impact of CAP measures on the world market. The development of the agricultural sector in the new accession countries after the eastward enlargement will be examined in more detail. Which countries have seized the opportunity of EU accession and fully exploited their potential? Or are there also countries which have not been able to make any progress in agriculture despite high EU subsidies? The cornerstone of the common European agricultural policy falls at the birth of the European Union. In 1957, the six founding States joined forces by signing the Treaties of Rome. The main objective of this communitarisation was the joint promotion of European agriculture. Over the years, more and more countries joined the Union. Today, the European Union comprises 28 member states. The Common European Agriculture Policy (CAP) is one of the oldest policy areas of the EU and plays an important role in the EU budget. The functioning of the CAP is very complex and is regularly changed by new reforms. Although agriculture is only a small part of the economy today, it is still important to promote this sector. The CAP's main objectives are to increase productivity, secure supply and stabilise markets.

Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. With the larger role that the agricultural sector plays in the Eastern Europe and Central Asian (ECA) region, emphasis must be placed on the sector's sustained growth and prosperity. The Bank strategy for rural development in the ECA region during the early phase of transition emphasized the reform of agricultural policies and assistance in privatizing, restructuring, and rebuilding agriculture and agro-industrial complexes. In retrospect, it can be seen that the ECA countries concerned made the right choice when they set their objective to transform their socialized agriculture into a private-ownership and market-based system. Given the developments of the past decade, it is clear, however, that the initial expectations for the outcomes of such reforms were overly optimistic. The transition process in agriculture is far more complex than originally envisaged by both the countries themselves and the international community, including the Bank. Increased social problems and alarming growth of poverty have added a new, unexpected, dimension to the transition process. As the analysis indicates, the region's rural economy is still struggling to adjust to new economic realities, and this will require further refinement and adjustment of the Bank's approach as well. This volume, based on an overview of recent regional developments, summarizes the revised World Bank assistance strategy for rural development in the ECA region.
