As part of an evaluation of the impact of the IRP legislation on the drinking-driving behaviour of drivers, a survey of drivers was conducted in five communities in British Columbia in June 2010 and again in June 2012. [...] Purpose The roadside survey described in this report was designed to measure the extent of alcohol and drug use among nighttime drivers in five communities in British Columbia as a means to determine the extent to which driving after drinking has changed in the 21 months following the introduction of the Immediate Roadside Prohibition legislation (IRP). [...] The data from the survey conducted in 2010, using the same methods in the same communities prior to the implementation of the new legislation was used as a baseline from which changes in drinking-driving behaviour could be assessed. [...] In addition, the current survey is the seventh such survey to measure the prevalence of alcohol use by drivers in selected cities in British Columbia, so the data were used to examine longer term trends in drinking and driving. [...] An overall estimate of the incidence of drinking and driving as well as drug use and driving for the sampled areas can be obtained by weighting the data to adjust for the disparity in the number of vehicles available at each site (i.e., traffic flow) and the populations of the various communities.

It is possible to eliminate death and serious injury from Canada’s roads. In other jurisdictions, the European Union, centres in the United States, and at least one automotive company aim to achieve comparable results as early as 2020. In Canada, though, citizens must turn their thinking on its head and make road safety a national priority. Since the motor vehicle first went into mass production, the driver has taken most of the blame for its failures. In a world where each person’s safety is dependent on a system in which millions of drivers must drive perfectly over billions of hours behind the wheel, failure on a massive scale has been the result. When we neglect the central role of the motor vehicle as a dangerous consumer product, the result is one of the largest human-made means for physically assaulting human beings. It is time for Canadians to embrace internationally recognized ways of thinking and enter an era in which the motor vehicle by-product of human carnage is relegated to history. No Accident examines problems related to road safety and makes recommendations for the way forward. Topics include types of drivers; human-related driving errors related to fatigue, speed, alcohol, and distraction and roads; pedestrians, cyclists, and public transit; road engineering; motor vehicle regulation; auto safety design; and collision-avoidance technologies such as radar and camera-based sensors on vehicles that prevent crashes. Every year roughly 100,000 fatal and injury crashes occur in the United States involving large trucks and buses. The Federal Motor Carrier Safety Administration (FMCSA) in the U.S. Department of Transportation works to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA uses information that is collected on the frequency of approximately 900 different violations of safety regulations discovered during (mainly) roadside inspections to assess motor carriers' compliance with Federal Motor Carrier Safety Regulations, as well as to evaluate their compliance in comparison with their peers. Through use of this information, FMCSA's Safety Measurement System (SMS) identifies carriers to receive its available interventions in order to reduce the risk of crashes across all carriers. Improving Motor Carrier Safety Measurement examines the effectiveness of the use of the percentile ranks produced by SMS for identifying high-risk carriers, and if not, what alternatives might be preferred. In addition, this report evaluates the accuracy and sufficiency of the data used by SMS, to assess whether other approaches to identifying unsafe carriers would identify high-risk carriers more effectively, and to reflect on how members of the public use the SMS and what effect making the SMS information public has had on reducing crashes.
