On the night of September 21, 1989, Hurricane Hugo slammed into the South Carolina coast at Sullivan's Island with winds exceeding 160 miles per hour. The colossal force of the hurricane was punctuated by storm surges ranging from five to ten feet above sea level. At approximately one minute after midnight, Hugo's eye passed over the island, and the charming community seaside community disappeared beneath the tumultuous sea for nearly an hour. After Hugo left Sullivan's Island in its furious wake, the first news broadcasts from the Charleston area reported that the island and neighboring Isle of Palms were completely destroyed. The Ben Sawyer Bridge--the only connection to the island at the time--was knocked off its pedestal and rendered useless, and so the hundreds of families who had evacuated the area could not return to their homes to see what, if anything, remained. The recovery process started slowly, and for many it would be a long, arduous journey. More than 15 years later, Sullivan's Island's homes and businesses have been restored, but the memory of Hugo's fury will not soon be forgotten.

"Wind storms impact human lives, their built as well as natural habitat. During the last century, society's vulnerability to wind storms has been reduced by enhanced knowledge of their impact and by controlling exposure through better design. However, only two of the wind systems have so far been considered in the design of buildings and structures, i.e., synoptic winds resulting from macroscale weather systems spanning thousands of kilometers, e.g., extratropical storms, and mesoscale tropical storms spanning hundreds of kilometers and traveling fast, e.g., hurricanes/typhoons/cyclones. During the last two decades, enough evidence has surfaced to support that a third type of very localized wind storms, the non-synoptic winds, are the most damaging in some regions of the world. Thus far there are no design provisions established for the codification of these wind storms. Their characterization in terms of climatology, wind field and intensity, frequency and occurrence, as well as their impact on the built environment, is slowly developing. This handbook presents the state-of-the-art of knowledge related to all these features including their risk, insurance issues, and economics. The research in this area is on the one hand more arduous given the reduced scale, the three-dimensionality, and nonstationary aspects of these non-synoptic winds while, at the same time, its understanding and modeling are being aided by the emergence of novel modeling and simulation techniques which are addressed in this handbook. Sustainability of the natural environment and of our society has become one of the most urgent challenges facing modern Americans. Communities across the country are seeking a viable pattern of growth that promotes prosperity, protects the environment, and preserves the distinctive quality of life of their regions. The coastal zone of South Carolina is one of the most endangered, culturally complex regions in the state and perhaps in all of the American South. A Delicate Balance examines how a multilayered culture of environmental conservation and sustainable development has emerged in the lowcountry of South Carolina. Angela C. Halfacre, a political scientist, describes how sprawl shock, natural disaster, climate change, and other factors spawned and sustain—but also threaten and hinder—the culture of conservation. Since Hurricane Hugo in 1989, the coastal region of South Carolina has experienced unprecedented increases in residential and commercial development. A Delicate Balance uses interdisciplinary literature and ethnographic, historical, and spatial methods to show how growing numbers of lowcountry residents, bolstered by substantial political, corporate, and media support, have sought to maintain the region's distinctive sense of place as well as its fragile ecology.
