In a world in which millions of people, particularly in developing countries, continue to lead lives plagued by illiteracy and ill-health, understanding the conditions that promote social welfare is of critical importance to political scientists and policy makers alike. Drawing on a multi-method study, from the late-nineteenth century to the present, of the stark variations in educational and health outcomes within a large, federal, multiethnic developing country - India - this book develops an argument for the power of collective identity as an impetus for state prioritization of social welfare. Such an argument not only marks an important break from the dominant negative perceptions of identity politics but also presents a novel theoretical framework to understand welfare provision.

Why do some governments try to limit immigrants' access to social benefits and entitlements while others do not? Through an in-depth study of Sweden, Canada, and the Netherlands, Immigration and the Politics of Welfare Exclusion maps the politics of immigrants' social rights in Western democracies. To achieve this goal, Edward A. Koning analyzes policy documents, public opinion surveys, data on welfare use, parliamentary debates, and interviews with politicians and key players in the three countries. Koning's findings are three-fold. First, the politics of immigrant welfare exclusion have little to do with economic factors and are more about general opposition to immigration and multiculturalism. Second, proposals for exclusion are particularly likely to arise in a political climate that incentivizes politicians to appear "tough" on immigration. Finally, the success of anti-immigrant politicians in bringing about exclusionary reforms depends on the response of the political mainstream, and the extent to which immigrants' rights are protected in national and international legal frameworks. Despite the recent proliferation of literature on nationalism and on social policy, relatively little has been written to analyse the possible interaction between the two. Scholars interested in social citizenship have indirectly dealt with the interaction between national identity and social programs such as the British NHS, but they have seldom examined this connection in reference to nationalism. Specialists of nationalism rarely mention social policy, focusing instead on language, culture, ethnicity, and religion. The main objective of this book is to explore the nature of the connection between nationalism and social policy from a comparative and historical perspective. At the theoretical level, this analysis will shed new light on a more general issue: the relationships between identity formation, territorial politics, and social policy. Although this book refers to the experience of many different countries, the main cases are three multinational states, that is, states featuring strong nationalist movements: Canada (Québec), the United Kingdom (Scotland), and Belgium (Flanders). The book looks at the interplay between nationalism and social policy at both the state and sub-state levels through a detailed comparison between these three cases. In its concluding chapter, the book brings in cases of mono-national states (i.e. France, Germany, Sweden, and the United States) to provide broader comparative insight on the meshing of nationalism and social policy. The original theoretical framework for this research is built using insight from selected scholarship on nationalism and on the welfare state.

This book seeks to explore welfare responses by questioning and going beyond the assumptions found in Esping-Andersen’s (1990) broad typologies of welfare capitalism. Specifically, the project seeks to reflect how the state engages, and creates general institutionalized responses to, market mechanisms and how such responses have created path dependencies in how states approach problems of inequality. Moreover, if the neoliberal era is defined as the dissemination and extension of market values to all forms of state institutions and social action, the need arises to critically investigate not only the embeddedness of such values and modes of thought in different contexts and institutional forms, but responses and modes of resistance arising from practice that might point to new forms of resilience.
