Welfare Hot Buttons provides one of the first comparative assessments of contemporary social policy change in three Western countries: Canada, the United States, and Great Britain. Sylvia Bashevkin probes the fate of single mothers on social assistance during the period when three "third way" political executives were in office – Bill Clinton (US), Jean Chrétien (Canada), and Tony Blair (Great Britain) – and argues that despite seemingly progressive campaign rhetoric, the social assistance policy realities under each of these three leaders were in crucial respects more punitive and restrictive than those of their neo-conservative predecessors in the 1980s. Bashevkin addresses even more contentious issues in her study, including the question of whether Anglo-American welfare states are being eclipsed by what she views as newly emergent duty states. In her comparative approach and in her substantive analysis, Bashevkin makes an original and critical contribution to the existing body of literature on social policy.

Biotechnology is a rapidly developing sector of the economy for coun tries throughout the world. This rapid development has led to heated debate over its risks and benefits. Advocates of biotechnology point to the potential benefits offered by products that promise to elimi nate disease, provide for more efficient diagnostic techniques, treatments and drugs, yield increased food production, and so forth. Others fear that the rapid developments of this technology have occurred without appropriate consideration having been given to the ethical ramifications, the potential health risks and long-term envi ronmental impacts, implications for income distribution, and potential for abuse. Consumers and producers share concern for the future of biotechnology: the realities and even the perceptions, informed or otherwise. This book is the outcome of a research project on Biotechnology and the Consumer sponsored by the Office of Consumer Affairs of Industry Canada. The project was designed to foster informed public policy on biotechnology and in particular, to contribute to and inform the Canadian government's development of a Canadian Biotechnology Strategy. The Office funded a group of authors to prepare a series of analytical papers on a range of consumer and informational issues related to biotechnology. This project also involved an interim workshop in which the authors presented their papers, and culmi nated in a symposium on Biotechnology and the Consumer Interest, held on September 24-25, 1997, in Ottawa, Canada.

All advanced democracies have faced the pressures of globalization, technological change, and new family forms, which have generated higher levels of inequality in market incomes. But countries have responded differently, reflecting differences in their domestic politics. The politics of who gets what and why is at the core of this volume, the first to examine this question in an explicitly Canadian context. In Inequality and the Fading of Redistributive Politics, leading political scientists, sociologists, and economists point to the failure of public policy to contain surging income inequality. Government programs are no longer offsetting the growth in inequality generated by the market, and Canadian society has become more unequal. The redistributive state is fading due to powerful forces that have reshaped the politics of social policy, including global economic pressures, ideological change, shifts in the influence of business and labour, changes in the party system, and the decline of equality-seeking civil society organizations. This is the thirtieth volume in the series How Ottawa Spends. It is arguable that never in these years have Canadians faced such serious economic upheaval and political dysfunction as the current climate. The dramatic and seemingly sudden changes in the economy occurred simultaneously with a political drama - one that was largely disassociated from the real and pressing economic challenge. Early Harper budgets delivered lower taxes for all Canadians partly through highly targeted but politically noticeable small tax breaks on textbooks for students, tools for apprentices in skilled trades, and public transit costs. The needs of the beleaguered average Canadian and the "swing voter in the swing constituencies" of an already strategized "next" election were a key part of Conservative agenda-setting. In the 2007 budget alone there were twenty-nine separate tax reductions and federal spending was projected to increase by $10 billion, including a 5.7 percent increase in program spending. A small surplus of $3.3 billion was planned, almost all of which would go to debt reduction. As Harper savoured his 14 October 2008 re-election with a strengthened minority government, although without his desired majority, he and his minister of Finance already knew that his surpluses were likely gone in the face of the crashing financial sector and a looming recession. In Canada many public projects, programs, and services perform well, and many are very successful. However, these cases are consistently underexposed and understudied in the policy literature which, for various reasons, tends to focus on policy mistakes and learning from failures rather than successes. In fact, studies of public policy successes are rare not just in Canada, but the world over, although this has started to change (McConnell, 2010, 2017; Compton & 't Hart, 2019; Luetjens, Mintrom & 't Hart, 2019). Like those publications, the aims of Policy Success in Canada are to see, describe, acknowledge, and promote learning from past and present instances of highly effective and highly valued public policymaking. This exercise will be done through detailed examination of selected case studies of policy success in different eras, governments, and policy domains in Canada. This book project is embedded in a broader project led by 't Hart and OUP exploring policy successes globally and regionally. It is envisaged as a companion volume to OUP's 2019 offering Great Policy Successes (Compton and 't Hart, 2019) and to Successful Public Policy in the Nordic Countries (de La Porte et al, 2022). This present volume provides an opportunity to analyze what is similar and distinctive about introducing and implementing successful public policy in one of the world's most politically decentralized and regionally diverse federation and oldest democratic polities.
