In addition, 20,225 Americans were injured in dwelling home fires during this same period. Fire departments nationwide have focused their efforts and attention toward reducing the fire death rate, property loss and number of injuries to citizens. The major obstacle that fire department personnel face in combating this problem is the prohibition of authorized entry into the interior of private dwellings to conduct fire safety inspections and require hazard abatement and code compliance. The purpose of this research paper was to determine the effectiveness of home fire safety inspection programs implemented by fire departments as it relates to the reduction of the fire incident rate as well as a reduction in loss of life and a decrease in property damage.

Fire code compliance is considered as the primary step in the precautionary measure to reduce fire related incidents. Code compliance is among the highest priority for the fire inspection agencies in an effort to reduce loss to life and property due to fire incidents across the U.S. The requirements for fire safety code compliance may vary state to state across the U.S. Although many local governments have inspection programs in place to ensure code compliance, a large number of local communities and towns do not have any inspection programs in place. According to the National Fire Protection Association (NFPA) report, in 2016 there have been 257,000 structural fires in one and two family dwellings which constitute to 54% of the total structural fires, with an estimated property loss of 4.9B USD and 2,950 civilian deaths. The major cause of home fires includes malfunctioning of heating equipment and electrical distribution system, which contributes to 18% of home fire deaths. Moreover, even if there are measures to ensure code compliance, it is almost impossible to inspect all the buildings. The statistics of the contributing causes demand a need for an effective inspection policy to continuously monitor property owner behavior towards code compliance in a micro scale to ensure fire safety across the U.S. In this research a game- theoretic approach is used to model the best response strategy of the fire inspection agency and the building owner with respect to the fire code enforcement. The results obtained indicated the best response of the players and the conditions under which a change of strategy is expected for a centralized and decentralized model. The research provides insights for the inspection agencies to make strategic decisions by understanding property owner’s behaviors. The research aims at maximizing the players expected payoff and minimizing losses considering different circumstances and uncertainties.
