Presents estimated numbers of cases of HIV/AIDS (cases of HIV infection, regardless of whether they have progressed to AIDS) from the 39 areas that have confidential name-based HIV infection reporting for a sufficient length of time (since at least 2003). These 33 states represent approx. 63% of the epidemic in the 50 states and the D.C. According to the number of reported AIDS cases, the 34 states with long-term HIV infection reporting represent approx. 66% of the cases in the 50 states and the D.C. From 2004 through 2007, the total number of new cases of HIV/AIDS increased 15% in the 34 states. This increase is likely due to changes in state reporting regulations and increases in HIV testing. The 2016 United Nations Political Declaration on Ending AIDS, adopted at the United Nations General Assembly High-Level Meeting on AIDS in June 2016, mandated UNAIDS to support countries in reporting on the commitments in the Political Declaration. The Political Declaration on Ending AIDS built on three previous political declarations: the 2001 Declaration of Commitment on HIV/AIDS, the 2006 Political Declaration on HIV/AIDS and the 2011 Political Declaration on HIV and AIDS.

Sections 1-3 present point estimates of case counts that have been adjusted for reporting delays & for redistribution of cases in persons initially reported without an identified risk factor. The estimated number of HIV/AIDS cases in the 33 states with confidential name-based HIV infection reporting decreased each year from 2001 through 2004 & then increased in 2005.
