This report presents the examination of historical trends and current experiences with high-occupancy vehicle (HOV) projects in six selected case study sites. HOV facilities in Houston, Texas; Minneapolis, Minnesota; Orange County, California; Pittsburgh, Pennsylvania; Seattle, Washington; and Washington D.C./Northern Virginia are examined.
