Each paper links the data with other measures of economic and social development. Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. This book explores the relationship between the education farmers have received and their subsequent efficiency as farm operators. The concern is with the self-employed in agriculture, the small farmer. The study is concerned solely with ascertaining empirically the effect of schooling on agricultural efficiency and, when possible, the effect of access to information as measured by exposure to extension services. The study uses data from Korea, Malaysia, and Thailand; related findings from several other countries of Africa, Asia, and Latin America are reviewed. Surveys of individual farms provide the data used in the empirical analyses. Analyses from Thailand indicate that farmers of all educational levels are maximizing profits. However, more educated farmers do have higher levels of profits, which reflect the higher levels of productivity found in the production function analyses. Education has little effect on market efficiency. Higher levels of education and exposure to extension services increase the probabilities of using chemical fertilizers. The effects of education were much more likely to be positive in modernizing agricultural environments rather than in traditional ones.

The Conference on the Benthic Boundary Layer was held under the auspices of the NATO Science Committee as part of its continuing effort to promote the useful progress of science through international cooperation. Science Committee Conferences are deliberately designed to focus attention on unsolved problems, with carefully selected participants invited to provide complementary expertise from a variety of relevant disciplines. Through inten sive discussion in small groups they seek to reach a consensus on assessments and recommendations for future research emphasis, which it is hoped will be of value to the larger scientific community. The subjects treated over the past few years have been as varied as science itself-e.g., computer software engineering, chemical catalysis, and materials and energy research. The present effort evolved from informal discussions between marine geolo gists, chemists, and biologists which underlined the desirability of improved communication among those concerned with the benthic layer. In both scien tific and technological terms this is an exciting frontier, rich in promise but poorly understood at present. It is particularly striking to realize that there are at least as many definitions of the benthic layer as there are disciplines involved, and it seemed clear that there was much to be gained by a detailed exchange of views on research capabilities, trends, and priorities. The results of the meeting appear to have confirmed the hopes of the sponsors.

In recent years, debate on the state's economic role has too often devolved into diatribes against intervention. Peter Evans questions such simplistic views, offering a new vision of why state involvement works in some cases and produces disasters in others. To illustrate, he looks at how state agencies, local entrepreneurs, and transnational corporations shaped the emergence of computer industries in Brazil, India, and Korea during the seventies and eighties. Evans starts with the idea that states vary in the way they are organized and tied to society. In some nations, like Zaire, the state is predatory, ruthlessly extracting and providing nothing of value in return. In others, like Korea, it is developmental, promoting industrial transformation. This volume approaches the history of water in the Iberian Peninsula in a novel way, by linking it to the ongoing international debate on water crisis and solutions to overcome the lack of water in the Mediterranean. What water devices were found? What were the models for these devices? How were they distributed in the villas and monastic enclosures? What impact did hydraulic theoretical knowledge have on these water systems, and how could these systems impact on hydraulic technology? Guided by these questions, this book covers the history of water in the most significant cities, the role of water in landscape transformation, the irrigation systems and water devices in gardens and villas, and, lastly, the theoretical and educational background on water management and hydraulics in the Iberian Peninsula between the sixteenth and the nineteenth centuries. Historiography on water management in the territory that is today Spain has highlighted the region’s role as a mediator between the Islamic masters of water and the Christian world. The history of water in Portugal is less known, and it has been taken for granted that is similar to its neighbour. This book compares two countries that have the same historical roots and, therefore, many similar stories, but at the same time, offers insights into particular aspects of each country.
