Every large nation in the world was directly or indirectly affected by the impact of war during the course of the twentieth century, and while the historical narratives of war of these nations are well known, far less is understood about how small islands coped. These islands – often not nations in their own right but small outposts of other kingdoms, countries, and nations – have been relegated to mere footnotes in history and heritage studies as interesting case studies or unimportant curiosities. Yet for many of these small islands, war had an enduring impact on their history, memory, intangible heritage and future cultural practices, leaving a legacy that demanded some form of local response. This is the first comprehensive volume dedicated to what the memories, legacies and heritage of war in small islands can teach those who live outside them, through closely related historical and contemporary case studies covering 20th and 21st century conflict across the globe. The volume investigates a number of important questions: Why and how is war memory so enduring in small islands? The Heritage of War is an interdisciplinary study of the ways in which heritage is mobilized in remembering war, and in reconstructing landscapes, political systems and identities after conflict. It examines the deeply contested nature of war heritage in a series of places and contexts, highlighting the modes by which governments, communities, and individuals claim validity for their own experiences of war, and the meanings they attach to them. From colonizing violence in South America to the United States’ Civil War, the Second World War on three continents, genocide in Rwanda and continuing divisions in Europe and the Middle East, these studies bring us closer to the very processes of heritage production. The Heritage of War uncovers the histories of heritage: it charts the constant social and political construction of heritage sites over time, by a series of different agents, and explores the continuous reworking of meaning into the present. What are the forces of contingency, agency and political power that produce, define and sustain the heritage of war? How do particular versions of the past and particular identities gain legitimacy, while others are marginalised? This book explores the role of cultural heritage in post-conflict reconstruction, whether as a motor for the prolongation of violence or as a resource for building reconciliation. The research was driven by two main goals: to understand the post-conflict reconstruction process and to identify how this process evolves in the medium term and the impact it has on society. The Spanish Civil War (1936-39) and its subsequent phases of reconstruction provides the primary material for this exploration. In pursuit of the first goal, the book centers on the material practices and rhetorical strategies developed around cultural heritage in post-civil war Spain and the victorious Franco regime's reconstruction. The analysis captures a discursively complex set of practices that made up the reconstruction and in which a variety of Spanish heritage sites were claimed, rebuilt or restored, and represented - as signs of historical narratives, political legitimacy, and group identity. The reconstruction of the town of Gernika is a particularly emblematic instance of destruction and a significant symbol within the Basque regions of Spain, as well as internationally. By examining Gernika, it is possible to identify some of the trends common to the reconstruction as a whole, along with those aspects that pertain to its singular symbolic resonance. In order to achieve the second goal, the book examines the processes of selection, value change, and exclusionary dynamics of reconstruction. Exploring the possible impact of post-civil war reconstruction in the medium term is conducted in two time frames: the period of political transition that followed General Franco's death in 1975, and the 2004-2008 period when Rodriguez Zapatero's government undertook initiatives to 'recover the historic memory' of the war and dictatorship. Finally, the observations made of the Spanish reconstruction are analyzed in terms of how they might reveal general trends in post-conflict reconstruction processes in relation to cultural heritage. These insights are pertinent to the situations in Cambodia, Bosnia and Herzegovina, Afghanistan, and Iraq.

Through case studies from Europe and Russia, this volume analyses memorials as a means for the present to make claims on the past in the aftermath of armed conflict. The central contention is that memorials are not backward-looking, inert reminders of past events, but instead active triggers of personal and shared emotion, that are inescapably political, bound up with how societies reconstruct their present and future as they negotiate their way out of (and sometimes back into) conflict. A central aim of the book is to highlight and illustrate the cultural and ethical complexity of memorials, as focal points for a tension between the notion of memory as truth, and the practice of memory as negotiable. By adopting a relatively bounded temporal and spatial scope, the volume seeks to move beyond the established focus on national traditions, to reveal cultural commonalities and shared influences in the memorial forms and practices of individual regions and of particular conflicts.
