However, we must be prepared, and without fear, to admit that the private dollar is simply not adequate to support some phases of higher educa tion, and this is especially true in medical education and medical research. I cannot accept the approach whereby one fears appropriate federal support on one hand and makes every effort to get it on the other. Let us be honest and acknowledge that ways have been found since the land-grant act of 1862 to reconcile local interests and federal responsibility. A great deal may be at stake in higher education, in being candid with ourselves in this regard. Each university or other institution will have to subject itself to a rigid examination as to which of the available federal funds fits into the institutional pro gram and policies. After all, if institutional integrity is absent we cannot expect the Federal government to supply a substitute for our conscience. All that I have been saying has been by way of summary. I have not sought to twist our recent history into a glowing story of unparalleled success. Of course we have made progress. We would be ashamed if we had not. But no one believes that we have been able to do all that we like. This is the position we must take as we plan for. The future.
