In this study, we assess the size of the government wage bill and employment in the member countries of the Eastern Caribbean Currency Union and their implications for fiscal sustainability and the adequacy of public service delivery. Over the period 2005 to 2015 their wage bill (as a percentage of GDP, government revenues and expenditures) is higher than in other small states notwithstanding recent efforts by governments to make it more manageable. The composition and distribution of employment is sub-optimal and is reflected in skills mismatches contributing to inefficiencies in public service delivery. Using a dynamic fixed-effects panel, we find that wage bill growth reflects the expansion of government activities to speed up economic and social development and that wage bill spending is procyclical in good times but is rigid during downturns. Finally, we identify the main institutional and legal reforms needed to improve wage bill management and public service efficiency.

This book argues that the current international intellectual property rights regime, led by the World Trade Organization (WTO), has evolved over the past three decades toward overemphasizing private interests and seriously hampering public interests in access to knowledge and innovation diffusion. This approach concentrates on tangible and codified knowledge creation and diffusion in research and development (R&D) that can be protected via patents and other intellectual property rules and regulations. In terms of global policy initiatives, however, it is becoming increasingly clear that the WTO in particular is mostly a conflict-resolution facility rather than a global governance body able to generate cooperation and steer international coordinated policy action. This book compares the trajectories and effects of local public sector reform in Europe and fills a research gap that has existed so far in comparative public administration and local government studies. Based on the results of COST research entitled, ‘Local Public Sector Reforms: an International Comparison’, this volume takes a European-scale approach, examining local government in 28 countries. Local government has been the most seriously affected by the continuously expanding global financial crisis and austerity policies in some countries, and is experiencing a period of increased reform activity as a result. This book considers both those local governments which have adopted or moved away from New Public Management (NPM) modernization to ‘something different’ (what some commentators have labelled ‘post-NPM’), as well as those which have implemented ‘other-than-NPM measures’, such as territorial reforms and democratic innovations.
