The global economic downturn that followed the collapse of major US financial institutions is no doubt the most significant crisis of our times. Its effects on corporate and governmental balance sheets have been devastating, as have been its impacts on the employment and well being of tens of millions of citizens. It continues to pose major challenges to national policymakers and institutions around the world. Managing public uncertainty and anxiety is vital in coping with financial crises. This requires not just prompt action but, most of all, persuasive communication by government leaders. At the same time, the very occurrence of such crises raises acute questions about the effectiveness and robustness of current government policies and institutions. With the stakes being so high, defining and interpreting what is going on, how and why it happened, and what ought to be done now become key questions in the political and policy struggles that crises invariably unleash. In this volume, we study how heads of government, finance ministers and national bank governors in eight countries as well as the EU engage in such 'framing contests', and how their attempts to interpret the cascading events of the economic downturn were publicly received. Combining elements of sustainable and resilient cities agendas, together with those from social justice studies, and incorporating concerns about good governance, transparency and accountability, the book presents a coherent conceptual framework for the ethical city, in which to embed existing and new activities within cities so as to guide local action. The authors’ observations are derived from city-specific surveys and urban case studies. These reveal how progressive cities are promoting a diverse range of ethically informed approaches to urbanism, such as community wealth building, basic income initiatives, participatory budgeting and citizen assemblies. The text argues that the ethical city is a logical next step for critical urbanism in the era of late capitalism, characterised by divisive politics, burgeoning inequality, widespread technology-induced disruptions to every aspect of modern life and existential threats posed by climate change, sustainability imperatives and pandemics. Engaging with their communities in meaningful ways and promoting positive transformative change, ethical cities are well placed to deliver liveable and sustainable places for all, rather than only for wealthy elites. Likewise, the aftermath of shocks such as the 2008 Global Financial Crisis and the Covid-19 pandemic reveals that cities that are not purposeful in addressing inequalities, social problems, unsustainability and corruption face deepening difficulties. Readers from across physical and social sciences, humanities and arts, as well as across policy, business and civil society, will find that the application of ethical principles is key to the pursuit of socially inclusive urban futures and the potential for cities and their communities to emerge from or, at least, ameliorate a diverse range of local, national and global challenges.

The Food and Agriculture Organization of the United Nations has recently estimated that the world equid population exceeds 110 million. Working equids (horses, ponies, donkeys, and mules) remain essential to ensure the livelihood of poor communities around the world. In many developed countries, the equine industry has significant economical weight, with around 7 million horses in Europe alone. The close relationship between humans and equids and the fact that the athlete horse is the terrestrial mammal that travels the most worldwide after humans are important elements to consider in the transmission of pathogens and diseases, amongst equids and to other species. The potential effect of climate change on vector ecology and vector-borne diseases is also of concern for both human and animal health. In this Special Issue, we intend to explore our understanding of a panel of equine viruses, looking at their pathogenicity, their importance in terms of welfare and potential association with diseases, their economic importance and impact on performance, and how their identification can be helped by new technologies and methods.
