Such a study is now under way, and its results are being made known through a number of water-supply papers that are being issued by the United States Geological Survey. The earliest of these to be prepared for distribution were a series of three (nos. 137, 138, and 139) relating to the coastal plain which lies between the Coast Range and the Pacific Ocean. These papers did not embody close geologic determinations, but were rather records of the developments of underground waters which had taken place at the time of their issue, with some discussion of the effects of those developments in the region treated in them. The more important data were graphically presented in maps and tables. A fourth paper (no. On the. San Bernardino basin, was more complete and critical, and contained, in addition to the essential hydrographic data, such significant geologic and economic informa tion as had been brought out in the course Of a rather careful general study of the valley. Excerpt from Cost of Water to Irrigators in California This report represents the results of a field study of the cost of water to irrigators under various types of irrigation enterprises in California, which was supported cooperatively by the Bureau of Public Roads, United States Department of Agriculture, the Department of Public Works of California, and the University of California Agricultural Experi ment Station. Water yearly is becoming of higher value and more difficult to obtain, in consideration of which bankers, investors, govern ment officials, engineers, and farmers may well ask what expenditure can be justified to develop a water supply on land suitable for growing high grade crops, and what water charge can such land pay. Farmers and prospective farmers are in need of such cost data as will enable them to choose creps that may be grown profitably under existing water charges. In California the following types of enterprises may furnish irrigation water: public utilities, contract companies, irrigation districts, mutual water companies, individuals, partnerships, associations, private com panics, United States Bureau of Reclamation, United. States Indian Service, state land settlements, water works districts, municipal improve ment districts, and reclamation districts. However, for the purpose of this investigation, most of the data collected may be placed under one of Jour classifications: public utilities, irrigation districts, mutual water companies, or private pumping plants. For a report of this character to be useful in published form, it must give information on the type of irrigation system, locality, age, source of water supply, duty of water, acreage irrigated, kind of creps, capital invested, and water charges, in addition to annual cost of water to the irrigator. Such data were obtained for this report by visiting the princi pal irrigation enterprises oi the state. The data on private pumping plants were obtained by making field tests in each case. Figures on duty of water given in the report are of varying degrees of accuracy. Some. Are results of careful measurements or metering. At. The other extreme are merely the best estimates of the system engineer or superintendent, based on occasional or periodical gaging and close familiarity with the use of water under the system. Great care was taken, however, to have the figures represent, if not exactly, at least approximately, the true use of water, and none have been included that were not considered by the system engineer or superintendent to conform to this standard. When subdivided, it is sold for two to three times its value for grain-raising, and for many tracts the purchaser must provide the means Of irrigation. The colonizing Of subdivided lands has become a business and is in the main con ducted by reputable firms. A large block Of land is purchased and surveyed into small tracts with provision for roads and perhaps for a town site. Irrigation works may be provided or a demonstration well and pumping plant installed with the intention that the settlers should install private plants, using wells for Obtaining water. Pur Chasers are attracted by agents and advertising. Charges of fraud have been made and doubtless in some cases are justified, but wide publicity and Cooperation among real estate men are eliminating false and exaggerated statements. Intending settlers should exercise cau tion, view the property, compare it with Similar Offers, and be sure that they are getting good land well situated for a fair price. The value of farm land rests primarily on the quality of the soil and the value Of the crops which it will produce, but the price Of similar land varies with proximity to market, towns, and schools, with danger of floods and assessments for reclamation, with the kind of irrigation feasible, and with many other local factors.
