On October 20, 1994, President Clinton signed into law the Improving America's Schools Act of 1994. This statute contains amendments to the Elementary and Secondary Education Act of 1965, including the reauthorization of Chapter 1, as the newly entitled Title I. The reauthorized Title I drastically restructures the direction of former remedial programs, in which students were pulled out of their regular classrooms to participate in special remedial classrooms. The bill pushes for more accountability while offering opportunities for flexibility. This manual was designed to help interested parties understand the complex requirements of Title I and the dramatic revisions of Chapter 1. It highlights the areas of flexibility and simplicity found in specific statutory provisions and explains how local educational agencies and schools may take advantage of additional funding, administrative flexibility, and practical opportunities for the improved delivery of educational services. The guide explains the requirements imposed on the state and local educational agencies and defines exactly which federal funds can be used by these agencies for what purposes.
