Modern states increasingly seek to regulate religious expression, practice and discourse. This is profoundly evident at many levels of Islamic policy interaction: from debates about the banning of the Muslim face-veil in Europe to civic re-education programmes for Muslim citizens in China. Governance of Islam in Pakistan provides a systematic account of how interactions between multiple public and private bodies direct the regulation and standardisation of Islam in one of the largest Muslim-majority states in the world. Analysis centres on the institutional development of the Council of Islamic Ideology, a constitutional body tasked with issuing advice to the executive and legislature about the compatibility of laws with Islamic principles. Based on archival material that has been subject to little scholarly attention, and interviews with Council members and staff of other state bodies, Sarah Holz proposes governance as an analytical framework to study the negotiation of religious expression, practice and discourse. In contrast to the established Islamisation narrative which generally labels such religious institutions as mere rubberstamps in the process of policy-making, the study of governance offers an alternative approach that enables examination of the dynamic competition and cooperation among multiple actors. Through collective interaction the Council and other relevant bodies are active players in the governance of Islam. Insights gained from analysis of the ideational, structural and functional evolution of the Council offers a Global South perspective on liberal democratic ideas about the functionality of the modern state and its institutional structure. Issues of economic, cultural and local/international political influence bear strongly in governance analysis. Engagement with the governance policy tool has applicability across the social sciences, but is particularly relevant for South Asian/Near and Middle East Studies.

This book examines the political dimension of Islam in predivided Pakistan (1947-1971), one of the first new Muslim nations to commit itself to an Islamic political order and one in which the national debate on Islamic, political, and ideological issues has been the most persistent, focused, and rich of any dialogues in the contemporary Muslim world. Nasim Jawed draws on the findings of a survey he conducted among two influential social groups—the ulama (traditional religious leaders) and the modern professionals—as well as on the writings of Muslim intellectuals. He probes the major Islamic positions on critical issues concerning national identity, the purpose of the state, the form of government, and free, socialist, and mixed economies. The Islamic State in the Post-Modern World is a study of the political development of Pakistan. This study consists of three parts. The first addresses the concept of the 'state' as it has evolved historically. The approach is comparative and involves a brief review of Islamic political theory. The second part of this section is the modern state, i.e., the Westphalian model. The territorial state is still the standard although it has been evolving in new directions for some time. The second section focuses on the creation of Pakistan as an experiment in bridging the gulf between the demands of the modern state and the philosophical-spiritual attraction of the Islamic model. In addition to constitutional issues, the discussion also includes political forms, i.e., the machinery of daily government and the appropriateness of democratic methods, elections, legislative process, and political parties, to achieve Islamic ends. The third part considers international issues from the beginning of the twenty-first century especially the conflicts in Iraq and Afghanistan. Despite its 'partnership' role with the US in the war on terror, Pakistan has been consistently marginalized. Pakistan’s problems are exacerbated by the conflict over Kashmir, a vestigial remnant of Pakistan’s continuous, and largely unsuccessful, efforts at self-identification.
