Book Description
The trend towards multi-level and intergovernmental governance arrangements has created a need for a new analytic language and for new frameworks of analysis. It has changed the nature of decision-making. This timely book combines perspective from public policy, public management and public finance and provides new insights into who governs the multi-level and intergovernmental polity and how it is governed, making it an essential addition to the literature. Steven Van de Walle, Erasmus University Rotterdam, the Netherlands This innovative book presents a transatlantic comparison of governance and Intergovernmental Relations (IGR) policy, performance and management. By examining both analytical and empirical differences and similarities between the European Union and the United States, this comprehensive book provides a better understanding of (inter) governmental systems, settings and actors operating in the post New Public Management Era. The expert contributors consider processes of policy formulation and implementation from an intergovernmental point of view, examine issues of performance and accountability that rise in IGR settings and zoom in on the importance and implications of IGR for welfare. Taken together, these insights provide an important next step into the world of transatlantic research and comparison. This timely book will appeal to academics and researchers involved in IGR and Multi-Level Governance from the US and Europe as well as post-graduate students in public administration and public policy.

Book Description
The past quarter of a century has seen extensive change throughout Europe. There have been significant changes in local government, and the European Union has come to play an increasing role in relation to municipal government. This book offers a comparative analysis of recent developments in intergovernmental relations in twelve countries across Europe. Using the framework for analysis from Page and Goldsmith’s 1987 Central and Local Government Relations, each chapter examines changes in central-local relations in their respective country over the past 20 years. This book extends the coverage to include, for the first time, both federal systems and Eastern European countries. Offering detailed empirical studies, it assesses how far there have been changes in the functions, access and discretion of local government. The book will be of great interest to students and scholars of local government, urban politics, EU studies and public administration.

Book Description
Sergio Fabbrini proposes a way out of the EU's crises, which have triggered an unprecedented cleavage between 'sovereignist' and 'Europeanist' forces. The intergovernmental governance of the multiple crises of the past decade has led to a division on the very rationale of Europe's integration project. Sovereignism (the expression of nationalistic and populist forces) has demanded more decision-making autonomy for the EU member states, although Europeanism has struggled to make an effective case against this challenge. Fabbrini proposes a new perspective to release the EU from this predicament, involving the decoupling and reforming of the EU: on the one hand, the economic community of the single market (consisting of the current member states of the EU and of others interested in joining or re-joining it); and on the other, the political union (largely based on the eurozone reformed according to an original model of the federal union).
