This publication concerns large-scale urban area development in general, and in particular with gaining an understanding of the role played by global-local interaction in shaping the area development strategies in one particularly explosive urban project, the development of Shanghai’s Pudong New Area. The Pudong development provides an extreme example of a situation in which interaction between global and local forces took place in a location whose boundaries had been closed to the outside world for almost forty years and in a period when doors and windows were beginning to open. The research led to a concrete interpretation of the tensions developing at district level and provided an example capable of representing the complexity and dynamics of current area developments. The practical question addressed by the research was: What were the main factors responsible for the speed achieved by the Pudong development? The associated theoretical question was To what extent did the development of the Pudong New Area reflect the characteristics of a developmental state?

This book challenges the conventional (modernist-inspired) understanding of urbanization as a universal process tied to the ideal-typical model of the modern metropolis with its origins in the grand Western experience of city-building. At the start of the twenty-first century, the familiar idea of the 'city' - or 'urbanism' as we know it - has experienced such profound mutations in both structure and form that the customary epistemological categories and prevailing conceptual frameworks that predominate in conventional urban theory are no longer capable of explaining the evolving patterns of city-making. Global urbanism has increasingly taken shape as vast, distended city-regions, where urbanizing landscapes are increasingly fragmented into discontinuous assemblages of enclosed enclaves characterized by global connectivity and concentrated wealth, on the one side, and distressed zones of neglect and impoverishment, on the other. These emergent patterns of what might be called enclave urbanism have gone hand-in-hand with the new modes of urban governance, where the crystallization of privatized regulatory regimes has effectively shielded wealthy enclaves from public oversight and interference.

Large-scale urban development projects aim to create better places in underused or deteriorated areas. For their realization, cooperation between planning authorities and market parties is indispensable. Contracting for Better Places focuses on the development agreements that these parties close. It follows from the relational contract theory that, as the projects evolve over time, these agreements have to promote relational values such as trust and flexibility. Despite its excesses and contradictions, globalization has lifted billions of people out of poverty, enabled scientific progress, and reduced conflict. Nevertheless, globalization is going through a deep crisis. Marco Magnani identifies four forces that are fueling the «great disconnect»: economic and technological trends are reshaping global value chains; do-mestic political dynamics are fostering closures in an attempt to protect national interests; external shocks (pandemics, wars, financial crises) are exposing the vulnerability of the global system; geopolitical objectives are encouraging to restrict relations to countries perceived as friends. In such a scenario, politics prevails over economics, regionalization increases, and the instability of international alliances soars, partly due to the proliferation of «free agent» countries seeking strategic autonomy. Fragmentation has high economic costs and it increases the risk of conflict. But it may also trigger a new globalization trend. The Arctic, the Under-water, Space and the Digital Revolution can be fronts of competition and dispute, or they can represent the new frontiers of cooperation. The world to come will largely depend on the ability of liberal democracies to defend and promote their values, abroad and at home. The hope is that the revival in the circulation of goods, services, capital, people and knowledge will consolidate rights and spread freedoms.
