One of the signal events in global politics in the last decade has been the transformation of political and civic activism. Not only is the new activism qualitatively different in character from what it was in 2000; its intensity and frequency have dramatically increased. Activists are developing a new type of civic movement, applying innovative forms of direct action against governments and often operating without leaders or even any well-defined set of aims. In Civic Activism Unleashed, Carnegie scholar Richard Youngs examines the changing shape of contemporary civic activism. He shows how the emerging civic activism has important implications for the whole concept of civil society-and for the relationship between citizens, political institutions, and states. Youngs contends that the rise and spread of these new forms of direct-action civic activism, and the way the trend has driven the dramatic events in global politics in recent years, requires us to update our understanding of what civil society actually is and which types of organizations are in its vanguard. At a time when uneven power dynamics are high on development actors’ agenda, this book will be an important contribution to researchers and practitioners working on innovation in development and civil society. While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. This book directs attention to CSOs as drivers of development in various contexts that we refer to as the Global South. This book take a transformative stance, reimagining roles, relations and processes. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working. Based in 19 empirically grounded chapters, the book also offers an agenda for further research, design, and experimentation. Emphasizing the need to ‘Start from the South’ this book thus re-imagines and re-centers Civil Society collaborations in development, offering Southern-centred ways of understanding and developing relations, roles, and processes, in theory and practice. Opening to Omnilateralism After a century of western-inspired multi-lateralism, its much criticised 75-years old stronghold, the UN, needs a new narrative: omni-lateralism. The right vehicle is omnibus - for and by all -, firstly, to widen the way for input of more ideas and good practices of non-Western origin, and secondly, to include non-state actors as legitimate stakeholders in global governance. Some trends already signal an opening towards omnilateralism: enhancing global governance in the COP by adding Eastern understanding of cycles in nature to protect the environment (e.g. in circular economies) and a wider appreciation of ‘holism’ beyond the rather linear individualistic thinking of Western societies; also accountable groups of civil society - more trusted than officials driven by narrow national interest - increasingly enrich deliberations about climate change and other global problems that need global solutions. These require East-West and North-South cooperation as currently obvious in the urgent cross-border exchanges among experts to combat the pandemic and save lives and livelihood worldwide. Globalisation has elevated millions out of poverty. However, narrow-minded politicians still claim national ‘sovereignty’ and parochial interests against global solutions for the common good while the Westphalian ‘nation’ is becoming a historic aberration. Almost all governments nowadays claim democracy, but respect for its principles is falling. Democracy must adapt to each level of governance, from local, national, regional to global. More direct democracy may suit the directly informed local stage. The higher the stage and the wider the impact, the more expertise and responsibility with all stakeholders is needed to reach the common global good, i.e. omnilaterally.

The Russian invasion of Ukraine in 2022 jeopardizes the country's independence and its chances for Western-style development. However, the heroic attitude of the Ukrainian people, combined with a solidifying national identity, makes the domestic foundations for a western turn stronger than ever. After the invasion, building strong foundations of liberal democracy will be a top priority. In addition to alleviating immediate problems, the country must also address its post-communist legacy and address the constraints of patronalism. The authors of this edited volume, leading Ukrainian scholars supplemented by colleagues from Hungary, examine the chances of an anti-patronal transformation after the war. This volume explores recent episodes of progressive citizen-led mobilisation that have spread across Southeast Europe over the past decade. These protests have allowed citizens the opportunity to challenge prevailing notions of citizenship and provided the chance to redress what is perceived to be the unjust balance of power between elites and the masses. Each contribution debunks the myth of inherently passive post-socialist populations imitating West European forms of civil society activism. Rather, we gain a deeper sense of progressive and innovative forms of activist citizenship that display essentialist and particular forms of protest in combination with the antics of global protest networks. Through richly detailed case study research, the authors illustrate that whilst the catalysts for protest in Southeast Europe were invariably familiar (the expanse of private ownership into urban public spaces; the impact of austerity), the pathology of such protests were undoubtedly indigenous in origin, reflecting the particular post-socialist/post-authoritarian trajectories of these societies. The chapters in this book were originally published as a special issue in Europe-Asia Studies.
