In January 2005, the German government enacted a substantial reform of the welfare system, the so-called “Hartz IV reform”. This book evaluates key characteristics of the reform from a microeconometric perspective. It investigates whether a centralized or decentralized organization of welfare administration is more successful to integrate welfare recipients into employment. Moreover, it analyzes the employment effects of an intensified use of benefit sanctions and evaluates the effectiveness and efficiency of the most frequently assigned Active Labor Market Programs. The analyses have a focus on immigrants, who are highly over-represented in the German welfare system.

By closely examining the interaction between intellectual and material culture in the period before the Nazis came to power in Germany, the author comes to the conclusion that, contrary to widely held assumptions, consumer culture in the Weimar period, far from undermining reading, used reading culture to enhance its goods and values. Reading material was marked as a consumer good, while reading as an activity, raising expectations as it did, influenced consumer culture. Consequently, consumption contributed to the diffusion of reading culture, while at the same time a popular reading culture strengthened consumption and its values. Gideon Reuveni is Director of the Centre for German Jewish Studies at the University of Sussex. He is the co-editor of The Economy in Jewish History (Berghahn, 2010) and several other books on different aspects of Jewish history. This book argues that Germans and Austrians have dealt with the Nazi past very differently and these differences have had important consequences for political culture and partisan politics in the two countries. Drawing on different literatures in political science, Art builds a framework for understanding how public deliberation transforms the political environment in which it occurs. The book analyzes how public debates about the 'lessons of history' created a culture of contrition in Germany that prevented a resurgent far right from consolidating itself in German politics after unification. By contrast, public debates in Austria nourished a culture of victimization that provided a hospitable environment for the rise of right-wing populism. The argument is supported by evidence from nearly two hundred semi-structured interviews and an analysis of the German and Austrian print media over a twenty-year period.
