This book traces the origins of the German welfare state. The author, formerly director at the Max-Planck-Institute for European Legal History, Frankfurt, provides a perceptive overview of the history of social security and social welfare in Germany from early modern times to the end of World War II, including Bismarck’s pioneering introduction of social insurance in the 1880s. The author unravels “layers” of social security that have piled up in the course of history and, so he argues, still linger in the present-day welfare state. The account begins with the first efforts by public authorities to regulate poverty and then proceeds to the “social question” that arose during the 19th-century Industrial Revolution. World War I had a major impact on the development of social security, both during the war and after, through the exigencies of the war economy, inflation and unemployment. The ruptures as well as the continuities of social policy under National Socialism and World War II are also investigated.

One of the fundamental challenges facing modern welfare states is the question of work-family reconciliation. An increasing share of mothers work, but many European welfare states do not adequately support the dual-earner model, especially in southern Europe. After 2005, German policy-makers transformed the nature of Germany’s family policy regime through a number of legislative measures, whilst Italy, a country with many similarities, witnessed little change. Using a multi-methods approach, this book addresses the puzzle of why Germany was able to implement far-reaching reforms in this policy area after a long impasse and Italy was not. As such, it delivers a broad, systematic account of these reforms and sheds light on why similar reforms were not also adopted in other similar welfare states at the same time. More generally, it contributes to understanding the determinants of welfare policy change in modern European welfare states. This text provides a perspective on the politics and personalities of post-war Germany's most unstable - and apparently unpredictable - national government to date. The author uses previously unpublished research into Red-Green coalitions in the German Lander in order to understand more clearly the nature of the pressures acting upon Germany's first national coalition between the Social Democrats and the Greens. Charles Lees argues that the Red-Green coalition is best understood as part of an ongoing process of political co-operation between two distinct and often antagonistic parties. Grounded and introduced in the context of recent work on coalition theory and public policy analysis, the book examines the trail of political trial and error that has led the two parties from the mutual suspicion of the early 1980s to being partners in national government today. Drawing on the political history of Red-Green coalitions in Germany, the author explains why Chancellor Schroeder's 1998 election triumph provoked such excitement and why his government's subsequent political travails could have been predicted.

2007b: 115 ff.; Jansen 2007c: 236 ff.). “Governance patterns” here means a chain of interconnected mechanisms which can be observed empirically. “Governance p- terns” can be roughly de?ned as “complex regulatory structures coordinating the actions of interdependent actors”. Governance patterns can relate to hierarchical as well as to lateral coordination mechanisms. Enforcement can be based on law, p- fessional norms or informal and implicit norms or customs. Moreover, the regulatory structures or individual mechanisms inside them can be established and sanctioned by public as well as by private actors. There is in fact not necessarily an actor in charge of controlling outcomes as for instance in market competition. In the next section, I will introduce the reader to the changing role of the state in science policy. The third section presents the governance model for the p- lic research sector which was developed by the research group and underlies the 1 contributions in this anthology. The ?nal section gives an overview of the papers.
