This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance (MLG). It challenges the tendency of the MLG literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralisation of policy-making on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics and public policy. The contributors to The Borders of "Europe" see this crisis less as an incursion into Europe by external conflicts than as the result of migrants exercising their freedom of movement. This edited volume provides an innovative contribution to the debate on contemporary European geopolitics by tracing some of the new political geographies and geographical imaginations emergent within - and made possible by - the EU's actions in the international arena. Drawing on case studies that range from the Arctic to East Africa, the nine empirical chapters provide a critical geopolitical reading of the ways in which particular places, countries, and regions are brought into the EU's orbit and the ways in which they are made to work for 'EU'rope. Through the concepts of the ‘coloniality of asylum’ and ‘solidarity as method’, this book links the question of the state to the one of civil society; in so doing, it questions the idea of ‘autonomous politics’, showing how both refugee mobility and solidarity are intimately marked by the coloniality of asylum, in its multiple ramifications of objectification, racialisation and victimisation. Taking an interdisciplinary approach, The Coloniality of Asylum bridges border studies with decolonial theory and the anthropology of the state, and accounts for the mutual production of ‘refugees’ and ‘Europe’. It shows how Europe politically, legally and socially produces refugees while, in turn, through their border struggles and autonomous movements, refugees produce the space of Europe. Drawing on ethnographic fieldwork conducted in Hamburg in the wake of the 2015 ‘long summer of migration’, the book offers a polyphonic account, moving between the standpoints of different subjects and wrestling with questions of protection, freedom, autonomy, solidarity and subjectivity.
