This book examines the strength of laws addressing four types of violence against women--rape, marital rape, domestic violence, and sexual harassment--in 196 countries from 2007 to 2010. It analyzes why these laws exist in some places and not others, and why they are stronger or weaker in places where they do exist. In countries around the world, from the United States to the Philippines to Chile, police forces are at the center of social unrest and debates about democracy and rule of law. This book examines the persistence of authoritarian policing in Latin America to explain why police violence and malfeasance remain pervasive decades after democratization. It also examines the conditions under which reform can occur. Drawing on rich comparative analysis and evidence from Brazil, Argentina, and Colombia, the book opens up the 'black box' of police bureaucracies to show how police forces exert power and cultivate relationships with politicians, as well as how social inequality impedes change. González shows that authoritarian policing persists not in spite of democracy but in part because of democratic processes and public demand. When societal preferences over the distribution of security and coercion are fragmented along existing social cleavages, politicians possess few incentives to enact reform.

The link between gender and corruption has been studied since the late 1990s. Debates have been heated and scholars accused of bringing forward stereotypical beliefs about women as the “fair” sex. Policy proposals for bringing more women to office have been criticized for promoting unrealistic quick-fix solutions to deeply rooted problems. This edited volume advances the knowledge surrounding the link between gender and corruption by including studies where the historical roots of corruption are linked to gender and by contextualizing the exploration of relationships, for example by distinguishing between democracies versus authoritarian states and between the electoral arena versus the administrative branch of government—the bureaucracy. Taken together, the chapters display nuances and fine-grained understandings. The book highlights that gender equality processes, rather than the exclusionary categories of “women” and “men”, should be at the forefront of analysis, and that developments strengthening the position of women vis-à-vis men affect the quality of government.
