This edited volume engages a long-standing religious power, the Holy See, to discuss the impact of the structural and postsecular transformations of international relations through the emergence of a global and digital public sphere. Despite the legal construction that enables the separation of the Holy See as a distinct legal entity, it is also an instrument for the papacy to represent externally and regulate internally the global and transnational Catholic Church. The Holy See is also the tool that enables the papacy to address a transnational or a global public beyond Catholic adherence – most prominently through journeys that are often at the same time state visits and pastoral journeys. Instead of understanding these hybrid roles as an irregular exemption, the contributions of the book argue that the Holy See should be seen as a certainly special but nevertheless quite normal actor of international and public diplomacy.

Offering an alternative and a complement to existing histories of diplomacy, this book discusses change in the form of ‘tipping points’, which it understands as the culmination of long-term trends. Part I discusses social evolution on the general level of institutions. It argues that in cases where a diplomatic institution’s tipping points are defined by the types of entities that make it up, the consular institution has evolved from concerning polities of independent traders to becoming ever more of a state concern. Part II challenges the existing literature’s treatment of diplomacy as an elite, textual affair. It lays the groundwork for studying visual diplomacy and observes that the increasingly marginal vision of diplomacy as a confrontation between good and evil survives in popular culture. This volume argues that contemporary political and security revisionism should not be considered a homogenous attack against the international order but rather a bag of tailor-made strategies to exploit opportunities found in various, highly localised contexts. Scholars with backgrounds in Security Studies, Area Studies, International Relations and Political Theory are brought to examine revisionist tendencies in Central Eastern Europe, Post-Soviet Space, China and the Transatlantic Space.
