This book offers the first non-official history of French nuclear policies which goes beyond the divide between nuclear weapons and nuclear energy policies. It addresses the sizing of France’s nuclear forces, technological assistance to countries with nuclear weapons programs, uranium prospection, nuclear testing, its health effects and protests against it, as well as plans to prevent and manage accidents in nuclear power plants. It is based on new questions and new sources from France and abroad. The chapters in this volume show how independent and interdisciplinary scholarship free from conflicts of interests can uniquely advance our understanding of nuclear history and politics. This is the case because it does not treat the categories and judgments of official discourse as neutral starting points of the analysis. This volume is based on untapped primary sources from France, the UK, the US, India, South Africa and Iran, on a new assessment of the health consequences of French nuclear testing in Polynesia thanks to a modern atmospheric particle transport code coupled with historical weather data, open-source information about radioactive debris (“mushroom”) clouds, as well as data on the composition and particle sizes of the fallout; and on new survey data about French knowledge of and attitudes towards nuclear weapons and nuclear energy. They show notably that the first generation of French nuclear forces lacked technical credibility despite reliance on outside help. Several French officials knew this, as did France's allies and adversaries. Moreover, French strategic collaborations associated to nuclear programs extended to India and South Africa; nuclear safety regulations changed fundamentally after the Cold War, and approximately 110,000 people, i.e. 90% of the French Polynesian population in the 1970s, could have received doses that would qualify them for compensation according to French law. The volume will be of interest to scholars and students of history, politics, international relations, military history, war studies, conflict and global governance. Most of the chapters in this book were originally published as a special issue in Cold War History. A few chapters were first published in the Nonproliferation Review, Diplomacy & Statecraft and Science & Global Security.

This book traces the development of U.S-led global nuclear non-proliferation diplomacy during the three decades since the Eisenhower’s “Atoms for Peace” in 1953. The U.S. non-proliferation efforts had diverse obstacles. It had to prevent nuclear states’ export of nuclear technology while dissuading non-nuclear states from developing nuclear weapons. In addition, building non-proliferation regime was not always its top foreign policy priority. To understand the complex process of non-proliferation, the book examines the relations among three different actors in the nuclear field: a global non-proliferation regime builder (U.S.), a potential nuclear proliferator (France) and a would-be nuclear state (Republic of Korea). In tracing how they developed nuclear strategies, conflicting and compromising with one another, the book pays special attention to how the transforming Cold War structure in the 1970s not only affected foreign policies of the involved countries but also complicated their relationship. Cold War Statesmen Confront the Bomb: Nuclear Diplomacy Since 1945 is a path-breaking work that uses biographical techniques to test one of the most important and widely debated questions in international politics: Did the advent of the nuclear bomb prevent the Third World War? Many scholars and much conventional wisdom assumes that nuclear deterrence has prevented major power war since the end of the Second World War; this remains a principal tenet of US strategic policy today. Others challenge this assumption, and argue that major war would have been `obsolete' even without the bomb. This book tests these propositions by examining the careers of ten leading Cold War statesmen—Harry S Truman; John Foster Dulles; Dwight D. Eisenhower; John F. Kennedy; Josef Stalin; Nikita Krushchev; Mao Zedong; Winston Churchill; Charles De Gaulle; and Konrad Adenauer—and asking whether they viewed war, and its acceptability, differently after the advent of the bomb. Since 1989, French defense and security policy has been undercut by changes in the external environment and domestic pressures to deal with the challenge of economic modernization. The Soviet revolution of 1989, the reunification of Germany, the collapse of the Soviet Union, and the experience of coalition warfare during the Gulf War-all have challenged the assumptions and realities underlying the Gaullist synthesis. Above all, the French position on security independence has been put into question. The main hope has been for a European Alliance to supplant the American one over time in the face of a gradual process of change within Europe but change has not been gradual within Europe. The European Union is challenged by discontent within Western Europe. A new Central Europe has emerged that has yet to find its place in European or global politics. A new Russia is emergent in which nationalism is defining an assertive role for the Russians within Europe, but at the same time the economic weakness of Russia limits its ability to play such a role.
