The 2012 National Research Council report Disaster Resilience: A National Imperative highlighted the challenges of increasing national resilience in the United States. One finding of the report was that "without numerical means of assessing resilience, it would be impossible to identify the priority needs for improvement, to monitor changes, to show that resilience had improved, or to compare the benefits of increasing resilience with the associated costs." Although measuring resilience is a challenge, metrics and indicators to evaluate progress, and the data necessary to establish the metric, are critical for helping communities to clarify and formalize what the concept of resilience means for them, and to support efforts to develop and prioritize resilience investments. One of the recommendations from the 2012 report stated that government entities at federal, state, and local levels and professional organizations should partner to help develop a framework for communities to adapt to their circumstances and begin to track their progress toward increasing resilience. To build upon this recommendation and begin to help communities formulate such a framework, the Resilient America Roundtable of the National Academies convened the workshop Measures of Community Resilience: From Lessons Learned to Lessons Applied on September 5, 2014 in Washington, D.C. The workshop's overarching objective was to begin to develop a framework of measures and indicators that could support community efforts to increase their resilience. The framework will be further developed through feedback and testing in pilot and other partner communities that are working with the Resilient America Roundtable. This report is a summary of the one-day workshop, which consisted of a keynote address and two panel sessions in the morning and afternoon breakout sessions that began the discussion on how to develop a framework of resilience measures.

This thesis presents a framework for resiliency planning in state departments of transportation and other transportation agencies. The development of this framework is motivated by the need for more resilient transportation systems, due of the increasing frequency and the effect both natural and man-made catastrophic disasters have on transportation systems. The resiliency framework is based on the urban transportation planning framework and is thus applied in the broader context of general transportation planning. The resiliency framework is then applied in a preliminary review to three statewide transportation plans to show the resiliency deficiencies of those plans and how the framework may be applied to increase resiliency. These plans are selected from three different states with diversity of locations and without any preconceived notions about their incorporation of resiliency in their planning process. This preliminary review reveals a reactive nature towards investments that increase an agency's resilience. This may be attributed to the problem of limited funding for transportation investments, as well as, limited knowledge by the transportation agencies about the return on such resiliency investments, mostly due to the uncertainty associated with the occurrence of catastrophic disasters, especially the predictability of weather-related events. However, post-disaster transportation system overhauls provide enough evidence for the need for more systemic ways of addressing resiliency in planning processes.

Since none of them is mode specific, no matter how many modes and what kinds of modes are involved, a transportation system can be evaluated by the measure set. This research tries to avoid any overlap or omission among the measures and distinguish performance measures from factors. A transportation system can be improved through changing some factors, like capacity, but project priority should be decided based on measures rather than factors. The proposed measures are also verified by a survey conducted by this research and some industrial practices. In the thesis, a case study on the State of Mississippi is conducted based on the identified performance measures. The measures with the case study can help to promote transportation intermodalism in the U.S. and quantitatively demonstrate the benefits of intermodal transportation.
