Excerpt from Forty-Fifth Annual Report of the Trustees of the Worcester Lunatic Hospital at Worcester: For the Year Ending September 30, 1877 To His Excellency the Governor and (he Honorable Council. The Trustees of the Worcester Lunatic Hospital respectfully submit their Forty-fifth Annual Report. The reports of the Superintendent and Treasurer are herewith submitted, and reference is made to them for full information as to the transactions of the institution during the past year. It is believed that an examination of them will show good results of treatment, and sound financial management. The fiscal year closes on September 30, and all accounts are made up to that date. The statute establishing an Asylum for the Chronic Insane, and appropriating the buildings heretofore used by the Worcester Lunatic Hospital for that purpose, took effect September 1, 1877; but it was found impossible to occupy it for that purpose till after the first of October. No accounts relating to it can therefore be included in this Report; but it may be stated that on the twenty-third day of October it was opened for the uses contemplated by the statutes, and is now in full and satisfactory operation, to the great relief of the lunatic hospitals, and with every prospect of advantage to the Commonwealth. Excerpt from Twenty-Fifth Annual Report of the Trustees of the State Lunatic Hospital, at Worcester: December, 1857 This statute does not repeal existing provisions of law in regard to the time of making and transmitting the Annual Reports of the State Lunatic Hospitals, nor other important provisions pertaining to these reports. By the provisions of the Revised Statutes, chap. 48, sect. 5, the annual meeting of the Trustees of the Worcester Hospital is required to be held in the month of December in each year. By the statute of May 2otb, 1842, the Treasurer of the Hospital is required to make his annual report to the Trustees at their annual meeting in the month of December in each year, which is to embrace the receipts and expenditures for the year ending the 30th day of November, and the Trustees are required, at their annual meeting, to audit and examine said account and transmit the same with their Annual Report, to the governor and council.6 lunatic hospital AT worcester. The reports of the Superintendent and Treasurer, herewith submitted, set forth with clearness and precision the operations of the Hospital during the past year, and its present condition. Generally speaking, it may be said that those operations have been conducted with fidelity and economy. The official staff of the institution have, and, it is believed, deserve, the confidence of this Board. The finances have been managed with exactness, and upon a system which experience has demonstrated to be sound. No bill exceeding in amount the sum of twenty dollars can be paid by the Treasurer without the previous approval of one of the members of this Board, acting as auditor; aud every bill of however small amount must be audited before being allowed to the Treasurer in his account. The reserved or surplus fund in the hands of this officer has increased somewhat during the past year; the prospect of removal to the New Hospital within a year rendering it, in the judgment of the Trustees, advisable to limit somewhat the amount expended in repairs on the old.
