In 1995 a survey of research capacity was conducted at institutions undertaking forestry-related research in the SADC countries. This document presents a review of the methods available for the assessment of research capacity and summarises previous efforts to assess research capacity in the region. The methodology adopted makes use of common indicators thereby allowing comparisons across institutions. The results of the survey are discussed and re-emphasise the need to prioritise manpower recruitment, training and development; only about half of the scientists researching forestry and related issues have sufficient training and scientific exposure.

Forests are major components of the earth's natural resources and they are increasingly critical to the welfare of the U.S. economy, environment, and population. Desires to improve forest management and productivity, preserve biodiversity, maintain ecologic integrity, and provide societal services, such as recreation and tourism, necessitate a strong forestry-research base. Given the clear importance of forestry research in sustaining forests for the future, the U.S. Department of Agriculture (USDA) Forest Service asked the Board on Agriculture and Natural Resources of the National Academies to undertake a study of the nation's capacity in forestry research. The Committee on National Capacity in Forestry Research was appointed to carry out the study, which was conducted to review the current expertise and status of forestry research and to examine the approaches of natural resources education and forestry-research organizations to meet future needs.

Since CIFOR last presented a 10-year strategy in 2008, we find ourselves in a world with continually evolving development and environment challenges. Millions of hectares of tropical forests have been converted to agriculture, degraded landscapes amount to nearly 2 billion hectares, and inequality has grown in countries around the world. Yet, there is reason to be optimistic: forest expansion and restoration are gaining ground, the rate of deforestation is slowing, and awareness of the importance of forests is spreading among governments, corporations and the global public In 2015, key developments such as the Sustainable Development Goals (SDGs) and the Paris Climate Agreement formed the basis of a new global development framework, at the forefront of which is forestry and landscapes. CIFOR’s 2016-2025 strategy builds explicitly on this new framework, defining the ways in which our forestry research, capacity development and engagement will support and inform the emerging development agenda.
