In 1960 revolutionaries in South Viet Nam created the National Liberation Front, a political and military organization committed to overthrowing the Saigon government and liberating Viet Nam south of the seventeenth parallel. The role of the NLF during the war has been hotly debated, with officials in Washington claiming from the outset that the NLF was merely a puppet of Hanoi. Based on over a hundred interviews with former Communist cadre and high ranking Party officials as well as extensive archival research in Viet Nam, Robert K. Brigham's is a definitive work that provides a focus on the NLF not found elsewhere. It contributes greatly to our understanding of the Viet Nam War and encourages a reassessment of that conflict. Brigham assesses the impact of the NLF's diplomatic strategy on the conduct and outcome of hostilities, explores the origin and pursuit of its policy objectives, and defines its true relationship with North Viet Nam. He contends that the NLF's success in convincing the world that it was independent of Hanoi was critical in upsetting the political and military balance in South Viet Nam and frustrating the U.S. war effort. In addition, he argues that differences in goals among Communists—building socialism in the north, liberating the south—resulted in disagreements over responses to American intervention, and he shows how these differences entered into foreign relations and seriously undermined revolutionary efforts.

When Hitler launched Operation Barbarossa with his attack on the Soviet Union in June 1941, the Wehrmacht deployed 600,000 troops to the Eastern Front. From the Introduction: The principal question that is posed in this study is, what has been the influence of Mao’s united front doctrine on China’s foreign policy? A related but secondary question is also considered: In what ways, if any, has China's participation in the international system caused Peking to revise its conception of a united front in world politics? Insofar as Mao's thoughts about united fronts are part of the total array of theories and operational principles that make up the Chinese communist “ideology,” this essay considers one aspect of the relationship between ideology and foreign policy. Since this question has long been the subject of a mostly inconclusive and often circular academic debate, [Armstrong states his] reasons for returning to it here. The first is that the problem is no less important because it admits of no easy solution. Indeed, with the breakdown in the twentieth century of even the limited consensus over norms and values that permitted a great power concert to exist for part of the nineteenth, the question is clearly one of major significance in contemporary international relations. Since China has become in many ways a symbol of the postwar ideological challenge to the established order in world politics, the question is particularly relevant in a study of China’s foreign policy. Finally, by combining a strictly limited focus of enquiry with a systematic approach to the problem it may be possible to overcome some of the analytical difficulties that surround the larger issue of the relation of ideas to social practice. The United States is formally represented around the world by approximately 14,000 Foreign Service officers and other personnel in the U.S. Department of State. Roughly one-third of them are required to be proficient in the local languages of the countries to which they are posted. To achieve this language proficiency for its staff, the State Department's Foreign Service Institute (FSI) provides intensive language instruction and assesses the proficiency of personnel before they are posted to a foreign country. The requirement for language proficiency is established in law and is incorporated in personnel decisions related to job placement, promotion, retention, and pay. A Principled Approach to Language Assessment: Considerations for the U.S. Foreign Service Institute evaluates the different approaches that exist to assess foreign language proficiency that FSI could potentially use. This report considers the key assessment approaches in the research literature that are appropriate for language testing, including, but not limited to, assessments that use task-based or performance-based approaches, adaptive online test administration, and portfolios.
