Notwithstanding the claims of some in the United States, European affairs continue to dominate U.S. foreign policy and strategic thinking. The end of the Cold War has not seen any blurring of the focus of U.S. officials on European affairs. Managing the implications of the break-up of the Soviet Union and the Warsaw Pact, the seemingly never-ending conflicts in the Balkans, increasing Western norms and institutions in Central and Eastern Europe, and expanding and reforming the North Atlantic Alliance are just some of the issues that require firm and consistent U.S. leadership. How the United States has, and should continue, to deal with these issues is the subject of this collective effort. In addition to assessing past and present challenges to U.S. and Western security interests and objectives in Europe, the authors also analyze the strategies and policies of the Department of Defense in this crucial region of the world. Recommendations for consideration by officials include the need for a lighter leadership touch in some areas and for stronger encouragement in others. However, let there be no doubt that a U.S. policy toward Europe of stasis or benign neglect should be rejected. The United States is a European power by virtue of its history, current commitments, and strategic and political exigencies. Finding the most efficacious means of achieving these national objectives, while working to effect a Europe whole and free, is the daunting long-term task to be faced.

In these newer democracies, one of the biggest challenges has been to establish the proper balance between the civilian and military sectors. A fundamental question of power must be addressed—who guards the guardians and how? One can make two general observations concerning Bonn's ongoing attempt to adapt institutions and practices. First, confusion in German policy making is clearly a manifestation of officials largely navigating in a little-known policy milieu. Realpolitik, let alone Machtpolitik (either as mere terms, let alone as concepts) are neither freely used in "polite" political discord in Germany, nor widely contemplated. As a result of a wide-spread political culture governed by self-restraint, confronting difficult issues in their proper context has made decision making frequently complicated and confusing to outside observers. What we are presently witnessing is a learning period in German external policy making, with all of its attendant errors. It is an open question how long this educational process will last or if the German body politic is prepared for such straight forward discussion. Second, perturbations in policy formation are partly a result of Bonn's approach to foreign and security policies which remains exclusively defined and expressed by the German government in the context of the North Atlantic Alliance and the emerging European Security and Defense Identity. Indeed, there is no sizeable political bloc in the Federal Republic that argues otherwise. In consequence, there is no evidence that Bonn is prepared to consider adopting a national approach to national security. In sum, German statecraft has the unenviable task of legitimizing its new national status, not only before its allies and neighbors, but also before a skeptical German public. Given the history of statecraft in a unified Germany, this will surely be a difficult and potentially time- consuming process. To the Federal Republic's credit, one must recall that, unlike previous historical experiences, contemporary German democratic traditions and institutions are universally accepted in Germany, and they have been tested.

The demise of the Cold War continues to pose new challenges to the international system. Central to these challenges is the extent of German and Japanese security commitments within their regions and to the global maintenance of peace and stability. It is important to know whether two of the world's acknowledged economic powers will play significant stabilizing roles. If they choose not to, what are the reasons and what can be done to convince them that their military might and political leadership are critical? Certainly in the first decade since the end of the Cold War, Germany and Japan did not fulfill the roles that their allies and many realist scholars expected they would. Haar seeks to explain German and Japanese reticence to assume their anticipated roles. In order to undertake this task she evaluates, various models of foreign policy. In the future, Haar asserts, Japanese and German foreign policy are likely to remain torn, with both practicing a have-it-all-ways policy. If their allies, the United States in particular, continue to insist that they bear more of the burdens of world security, then their foreign policy must be better understood. This is a provocative analysis that will be of particular interest to scholars, researchers, and policy makers involved with German and Japanese foreign policy analysis.
