In January 2014, the Board on Children, Youth, and Families of the Institute of Medicine and the National Research Council, in collaboration with the IOM Board on Global Health, launched the Forum on Investing in Young Children Globally. At this meeting, the participants agreed to focus on creating and sustaining, over 3 years, an evidence-driven community of stakeholders that aims to explore existing, new, and innovative science and research from around the world and translate this evidence into sound and strategic investments in policies and practices that will make a difference in the lives of children and their caregivers. Financing Investments in Young Children Globally is the summary of a workshop hosted by the Forum on Investing in Young Children Globally in August 2014. This workshop, on financing investments for young children, brought together stakeholders from such disciplines as social protection, nutrition, education, health, finance, economics, and law and included practitioners, advocates, researchers, and policy makers. Presentations and discussions identified some of the current issues in financing investments across health, education, nutrition, and social protection that aim to improve children's developmental potential. This report explores issues across three broad domains of financing: (1) costs of programs for young children; (2) sources of funding, including public and private investments; and (3) allocation of these investments, including cash transfers, microcredit programs, block grants, and government restructuring.

To examine the science, policy, and practice surrounding supporting family and community investments in young children globally and children in acute disruptions, the National Academies of Sciences, Engineering, and Medicine held a workshop in partnership with the Ethiopian Academy of Sciences in Addis Ababa, Ethiopia, from July 27-29, 2015. The workshop examined topics related to supporting family and community investments in young children globally. Examples of types of investments included financial and human capital. Participants also discussed how systems can better support children, families, and communities through acute disruptions such as the Ebola outbreak. Over the course of the 3-day workshop, researchers, policy makers, program practitioners, funders, young influencers, and other experts from 19 countries discussed how best to support family and community investments across areas of health, education, nutrition, social protection, and other service domains. This report summarizes the presentations and discussions from the workshop.

The integration and coordination of health, education, nutrition, social protection, and other services have the potential to improve the lives of children and their caregivers around the world. However, integration and coordination of policies and programs affecting early childhood development can create both risks and benefits. In different localities, these services are more or less effective in achieving their objectives. They also are more or less coordinated in delivering services to the same recipients, and in some cases services are delivered by integrated multisectoral organizations. The result is a rich arena for policy analysis and change and a complex challenge for public- and private-sector organizations that are seeking to improve the lives of children. To examine the science and policy issues involved in coordinating investments in children and their caregivers, the Forum on Investing in Young Children Globally held a workshop in Hong Kong on March 14-15, 2015. Innovative financing is a growing prospect and priority in the education sector, where over 57 million children and youth do not have access to schools, and the funding gap for achieving basic education for all is estimated at 26 billion dollars. It has made a significant difference in meeting the UN Millennium Development Goals, especially in health, by generating more than 7 billion dollars in additional financial resources through a range of new institutions and partnerships. This paper presents a comprehensive and practical analysis of the current state of innovative financing in global education. The report argues that education is a complex sector characterized by significant barriers to investment. But it also suggests how to break through these barriers using innovative financing such as solidarity levies and private sector investments through a global education investment bank. This research, carried out by the Innovative Finance Foundation, is part of the Open Society Education Support Program's efforts to identify innovative financing mechanisms and approaches that can increase the availability and allocation of resources for education systems.

An Investment Framework for Nutrition: Reaching the Global Targets for Stunting, Anemia, Breastfeeding, and Wasting estimates the costs, impacts, and financing scenarios to achieve the World Health Assembly global nutrition targets for stunting, anemia in women, exclusive breastfeeding and the scaling up of the treatment of severe wasting among young children. To reach these four targets, the world needs US$70 billion over 10 years to invest in high-impact nutrition-specific interventions. This investment would have enormous benefits: 65 million cases of stunting and 265 million cases of anemia in women would be prevented in 2025 as compared with the 2015 baseline. In addition, at least 91 million more children would be treated for severe wasting and 105 million additional babies would be exclusively breastfed during the first six months of life over 10 years. Altogether, achieving these targets would avert at least 3.7 million child deaths. Every dollar invested in this package of interventions would yield between US$4 and US$35 in economic returns, making investing in early nutrition one of the best value-for-money development actions. Although some of the targets—especially those for reducing stunting in children and anemia in women—are ambitious and will require concerted efforts in financing, scale-up, and sustained commitment, recent experience from several countries suggests that meeting these targets is feasible. These investments in the critical 1000-day window of early childhood are inalienable and portable and will pay lifelong dividends—not only for children directly affected but also for us all in the form of more robust societies—that will drive future economies.
