The Department of the Navy has prepared this Environmental Assessment (EA) pursuant to the National Environmental Policy Act (NEPA), the Council on Environmental Quality (CEQ) Regulations implementing the procedural provisions of NEPA (40 CFR Parts 1500-1508), and the Chief of Naval Operations Instruction (OPNAVINST) 5090.1 B. Based on information gathered during preparation of the Environmental Assessment, the Navy finds that the Proposed Action will not significantly impact human health or the environment, and an Environmental Impact Statement is not required.
