The design, construction, operation, and retrofit of buildings is evolving in response to ever-increasing knowledge about the impact of indoor environments on people and the impact of buildings on the environment. Research has shown that the quality of indoor environments can affect the health, safety, and productivity of the people who occupy them. Buildings are also resource intensive, accounting for 40 percent of primary energy use in the United States, 12 percent of water consumption, and 60 percent of all non-industrial waste. The processes for producing electricity at power plants and delivering it for use in buildings account for 40 percent of U.S. greenhouse gas emissions. The U.S. federal government manages approximately 429,000 buildings of many types with a total square footage of 3.34 billion worldwide, of which about 80 percent is owned space. More than 30 individual departments and agencies are responsible for managing these buildings. The characteristics of each agency's portfolio of facilities are determined by its mission and its programs. In 2010, GSA's Office of Federal High-Performance Green Buildings asked the National Academies to appoint an ad hoc committee of experts to conduct a public workshop and prepare a report that identified strategies and approaches for achieving a range of objectives associated with high-performance green federal buildings. Achieving High-Performance Federal Facilities identifies examples of important initiatives taking place and available resources. The report explores how these examples could be used to help make sustainability the preferred choice at all levels of decision making. Achieving High-Performance Federal Facilities can serve as a valuable guide federal agencies with differing missions, types of facilities, and operating procedures.

The emergence of America as a metropolitan-urban society has had profound consequences for every phase of national life, but nowhere has its effects been greater than in the domain of government. The growth of the city and its evolution into the metro-city has led to problems more complex and intense than any previously known. These problems command the concern and resources of all governments, federal as well as state and local; for as they have gained general attention they have emerged as national problems. Coincident with national involvement in problems once held to be local has come a rise in federal government relations with the cities. Such relations, though in fact of long standing, have increased greatly in number and intensity since 1933. The result is a significant expansion in the practice of federalism, one marked by the emergence of the cities as partners in the federal system. Urbanization in a Federalist Context treats the expanded federal partnership in urban growth and argues that it is not a fact to be welcomed. Martin traces the expansion of federal authority in the United States from the 1930s through the 1960s. He shows how local issues become national issues, and also how national authority expands, affecting all aspects of location government. The developments he explores reflect a federal system in the process of constant but evolutionary growth. During his lifetime, the work of architect George Hadfield (1763-1826) was highly regarded, both in England and the United States. Since his death, however, Hadfield's contributions to architecture have slowly faded from view, and few of his buildings survive. In order to reassess Hadfield's career and work, this book draws upon a wide selection of written and visual sources to reconstruct his life and legacy. After a general introduction, the book begins with an outline of Hadfield's early years and moves on to look in detail at the extant major buildings in Washington, D.C. that he worked on: the Capitol, Arlington House and Old City Hall. Hadfield's contributions to the Capitol and other Federal buildings are fully researched and assessed for the first time and Arlington House is set in context and shown to have been much more influential than has been appreciated hitherto. New material is presented on City Hall, which is another major and unjustly neglected contribution to the architecture of Washington. The complicated interlocking circles of his family and friends, his fellow architects, and his patrons and clients, including the transatlantic connections, are also explored, revealing much about the course of his career and American architecture in general. Subsequent chapters and the Catalogue explore the other projects that Hadfield was involved with, ranging from office buildings, jails, theatres, factories and banks to a mausoleum and monuments. The book ends with a reassessment of Hadfield's qualities and influence, arguing that these were greater than is often acknowledged. By offering explanations as to why his work was particularly admired by contemporaries, it is concluded that Hadfield's architectural style has been influential from his own times to the present and has been disseminated throughout the United States.
