Fast Childcare in Public Preschools presents an ethnographic examination of the implementation of fast-policy management models and the efforts of teachers to use these to improve their work organization, and the frictions this brings. Using examples from Swedish public preschools, the book focuses on essential areas of the Lean management model in particular, bringing to life concepts relating to the care and education of children. The book draws on international childcare policy and public reforms, exploring the assignments that preschools are set and argues that separating the pedagogical and the organizational as suggested by proponents of management models is not possible. This book considers Jamie Peck and Nik Theodore’s work on ‘fast policy’ and ‘model power’ and analyzes the tensions between the easy-to-use and difficult-to-use in management models. The model form of Lean’s management model rendered it difficult to align with existing childcare policy, pedagogical models, and the organization of a preschool. The book explores the utopian dimension of a modern project in pursuit of efficiency and speed in relation to the Lean model and the preschool teachers’ work, by asking, ‘what are the wider societal implications of the Lean project in preschools?’ Fast Childcare in Public Preschools will be of great interest to cultural anthropologists, qualitative sociologists and political scientists, and organizational researchers interested in the anthropology of policy.

This monograph focuses on early forms of preschool care and education, the professions and children in the 1920s and 1930s, the federal role in a series of crisis interventions, and social and intellectual changes affecting early education in the 1960s and 1970s. The rise of a two-tier system for care and education of the preschool child is addressed first. On one hand, a nursery school and kindergarten system for middle-income children developed into one whose primary focus was to supplement enrichment available at home. These nursery schools and kindergartens were held together as a system by their aim of educating and socializing the growing child. On the other hand, a childminding or day care system for low-income children developed in response to the necessity of maternal employment outside the home. The report examines consequences of the stratified system of preschool care and education for poor children and their families. The most important of these was the stigmatization of child care as a function of social welfare. It is concluded that various "suitable home" eligibility requirements established for applicants of social welfare benefits have caused minorities (especially blacks) to be consistently excluded from the system. This book argues that the expansion of administrative activities in today’s working life is driven not only by pressure from above, but also from below. The authors examine the inner dynamics of people-processing organizations—those formally working for clients, patients, or students—to uncover the hidden attractions of doing administrative work, despite all the complaints and laments about "too many meetings" or "too much paperwork." There is something appealing to those compelled to participate in today’s constantly multiplying and expanding administration that defies popular framings of it as merely pressure from above. Hidden Attractions of Administration shows in detail the emotional attractiveness, moral conflicts, and almost magical features that administrative tasks often entail in today’s organizations, supported by ethnographic studies consisting of over 200 qualitative interviews and participant observations from ten organizational settings and contexts across Sweden. The authors also question and complement explanations in administration-related research that have previously been taken for granted, arguing that it is a simplification to attribute all aspects of the change to New Public Management and instead taking into account what the classic sociologist Georg Simmel called an Eigendynamik: a self-reinforcing tendency that, under certain circumstances, needs only a nudge in an administrative direction to get going.
